This position is located in the Talent Services & Systems Division, Human Capital Directorate, Office of the Chief Operating Officer.The position description number for this position is 449428. The salary range indicated reflects the locality pay adjustments for the Washington, D.C., Metropolitan area.The incumbent of this position will work a flextime work schedule.This is a supervisory, non-bargaining unit position.

Duties

The incumbent serves as the Supervisory Human Resources Specialist for two sections; the Talent Payroll Benefits and Retirement and the Talent Processing and Services sections under the Talent Services and Systems (TSS) Division within the Human Capital Directorate (HCD). The incumbent reports to the Chief of the Talent Services and Systems Division and supervises a team of Human Resources (HR) specialists and assistants responsible for administering the full range of retirement, payroll, personnel action requests (PAR) processing, Federal employee benefits programs for the Library of Congress (LOC), and supporting cross-service agencies per inter-agency agreements. The incumbent also serves as the Acting Chief TSSD, in the absence of the Chief of TSSD.

Qualifications

Ability to lead, manage and oversee the administrative and operational programs of a Federal Human Resources office.** Ability to lead a diverse workforce.** Knowledge of Federal human resources concepts, principles, practices and regulations.** Knowledge of Federal human resources automated systems.** Ability to perform quality control review and assurance. Ability to collaborate. Ability to communicate effectively other than in writing.
