This position is located in the Office of the General Counsel (OGC), Millennium Challenge Corporation (MCC). OGC's mission is to provide full-service legal support for all requirements driven by MCC's mission. Although the position is advertised equivalent to SES, MCC uses a pay banded system to compensate employees. This position is pay band 2d which is generally equal to SES in pay only.

Duties

Serves as an advisor and technical resource to MCC officials and employees by providing ongoing support and legal advisory services with respect to complex and difficult questions of U.S. and international law, as well as regulations, policies and related MCC operational program issues. Assists MCC with assessments of development assistance activities in compact and threshold program countries and with the development of effective new strategies, including the development of strategic objectives and required supporting documentation. Provides, and manages subordinates and outside counsel in the provision of, legal and other counsel to MCC teams in the development, negotiation, implementation, modification, and close out, as well as the possible suspension and termination, of development assistance projects and programs. Ensures legal opinions, briefs, memoranda, and other written work are fully researched, and contain accurate and appropriate legal and policy analysis and conclusions. Serves as a principal legal representative and spokesperson for MCC at stakeholder, interagency, and international meetings dealing with a variety of legal issues and information. Directs the activities of subordinate staff members, including planning work to be accomplished; establishing priorities and deadlines; supervising work performance; providing informal feedback and formal evaluation of employee performance; resolving informal complaints and grievances; advising on departmental workload and administrative matters; interviewing candidates for vacancies; recommending staffing actions; implementing minor disciplinary measures and recommending courses of action in serious cases; and providing or arranging needed development and training. As needed, and as delegated, in the absence or preoccupation of the Deputy Vice President and Deputy General Counsel and/or the Vice President and General Counsel, assuming the roles, responsibilities and delegated authorities of his/her position. Performs related duties as assigned.

Qualifications

To qualify for pay band 2D applicants must meet the following: Applicants must have seven years of post J.D. /L.L.B. experience that has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Examples of specialized experience include providing advice on international corporate transactions, similar project finance experience, or negotiating and implementing international agreements. Bar Membership: Applicant must provide evidence of current, active membership in good standing of the bar of a state, territory of the United States, District of Columbia, or Commonwealth of Puerto Rico. Failure to supply evidence of membership in good standing of a bar association will result in an incomplete application package. PART-TIME OR UNPAID EXPERIENCE: Credit may be given for appropriate unpaid and or part-time work. To receive credit you must clearly identify the duties and responsibilities in each position held and the total number of hours worked per week. Salary may be set from the minimum to the midpoint of the salary range pf the pay band. In some instances, based on a selectee's extensive experience directly related to the position, salary may be set at or above the mid-point up to the maximum salary for that pay band.
