This position is located in the Department of Homeland Security (DHS), USCG, Deputy Commandant for Mission Support, Director of Operational Logistics (DOL), Office of Base Operations (DOL-3), Base Honolulu, located in Honolulu, HI.
Duties
You will support Base Honolulu and all Areas of Responsibility (AOR) field units, and adhere to Simplified Acquisition Procedures (SAP) for the acquisition of supplies and services and construction. You will become familiar with and execute purchases through the Federal Supply Schedules, other agencies’ contracts and CG contracts, as appropriate. Additionally, you will prepare and issue Military Interdepartmental Purchase Requests (MIPRs) and Civilian Interagency Agreements.

Qualifications
Applicants at the GS-08 level must have at least one full year of specialized experience equivalent to the GS-07 level in the Federal service. Examples of specialized experience for the GS-8 level include:
Review procurement requests, perform post award functions, purchase orders, monitor progress and status of orders, and/or review requests for MIPRs, monitor progress and status of orders, monitor contractor performance based on completion schedule required by the order.
GS-9: At least one full year of experience equivalent to the GS-8 level in the Federal service. Examples of specialized experience include:
Knowledge of technical purchasing methods and procedures to perform purchasing work; knowledge of common business practices to determine cost/price analysis, scheduling of timely deliveries/ performance for procurements with special contingencies, negotiating skills, shipment methods for complex items, or methods utilized for technical/professional services; knowledge of procurement concepts, principles and practices; the Federal procurement statues and regulations consisting of the Federal Acquisitions Regulations (FAR). Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work.
National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
The Office of Personnel management (OPM) must authorize employment offers made to current or former political appointees. RECRUITMENT INCENTIVE: Selectee(s) for this position who are newly appointed to a permanent position are authorized to receive a one-time recruitment incentive of 10% of the salary, including locality for this position. Receipt of the bonus will require a 12 month service agreement.
"Newly appointed" refers to the first appointment (regardless of tenure) as an employee of the Federal Government, an appointment following a break in service of at least 90 days from a previous appointment as an employee of the Federal Government, or, in certain cases, an appointment following a break in service of less than 90 days from a previous appointment as an employee of the Federal Government.
