This position is located in Deputy Commandant for Mission Support, Operational Logistics Command, Office of Base Operations (LOGCOM), Base Honolulu, P&C Department, Honolulu, HI.

Duties

In this position, you will become a Purchasing Agent supporting Base Honolulu and all Areas of Responsibility (AOR) field units, and adhere to Simplified Acquisition Procedures (SAP) for the acquisition of supplies, services and construction equipment. Being a Coast Guard civilian makes you a valuable member of the Coast Guard team. Typical work assignments include:

  • U.S. Citizenship is required.
  • Males born after 12/31/1959 must be registered for Selective Service.

Qualifications

You qualify for the GS-7 grade level if you possess one year of specialized experience at the GS-6 grade level performing duties such as: Obtaining acquisitions by simplified acquisitions and micro purchasing procedures of any requirements falling under FAR Part 13, Simplified Acquisition Methods and by using Federal Supply Schedules and other agency contracts; Preparing and issuing Military Interdepartmental Purchase Requests (MIPRs) or Civilian Interagency Agreements; reviewing requests for procurement; Analyzing the requirement, recommending revisions to the statement of work or specifications as necessary and deciding on agency source and method of procurement; Initiating competitive requests for quotations and evaluating offers received; Preparing documentation to assist higher-level contract personnel; Monitoring contract administration, evaluating contractor performance, interpreting contract provisions and negotiating contract modifications. Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work. National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. The Office of Personnel management (OPM) must authorize employment offers made to current or former political appointees.  If you are currently, or have been within the last 5 years, a political Schedule A, Schedule, C, Non-career SES or Presidential Appointee employee in the Executive Branch, you must disclose this information to the Human Resources Office.

RECRUITMENT INCENTIVE: Selectee(s) for this position who are newly appointed to a permanent position may be authorized to receive a one-time recruitment incentive of 10% of the salary, including locality for this position. Receipt of the bonus will require a 12 month service agreement.
"Newly appointed" refers to the first appointment (regardless of tenure) as an employee of the Federal Government, an appointment following a break in service of at least 90 days from a previous appointment as an employee of the Federal Government, or, in certain cases, an appointment following a break in service of less than 90 days from a previous appointment as an employee of the Federal Government.
