The primary purpose of the position is: to ensure that supplies and material are distributed to all areas serviced by Logistics. Responsible for directing, supervising and managing the primary inventory point that receives stores and issues supplies and material. This position is for the Medical Supply Distribution (MSD) areas of the Logistics service in a Veteran Affairs Health Care System (VA HCS) and supported catchment area.

Duties

Duties include but not limited to: Supervision: Supervises a team of GS-2005 employees in the distribution area of Logistics. Plans work to be accomplished by subordinates, sets and adjusts short term priorities, and prepares schedules for completion of work. Assigns work to subordinates based on priorities, selective consideration of the difficulty and requirements of assignments, and the capabilities of employees. Develops and executes staff training. Evaluates work performance of subordinates. Supply Distribution: Maintaining stock at primary and secondary inventory locations for all clinical and administrative services. This involves pulling stock inventory and material from main inventory for delivery; replenishing stock inventory; interacting with clinical and administrative customers to ensure that issues and needs are identified and resolved or escalated to Inventory Management Specialists as needed; maintaining records on stock levels. Performing daily inventory of primary and secondary inventory points using bar coding equipment on a predetermined schedule that will allow for timely replenishment orders. Resolving differences between records and physical count of stock Delivering supplies in timely and accurate manner, ensuring that supplies and material delivered are in sterile and operational condition. Deliveries will be to wards, clinics and other secondary locations that may be in remote sites. Conducting wall-to-wall and periodic inventories. Inventory Control - Receiving: Working through subordinate staff, directs and oversees the receipt of the supplies and material into the VA Health Care System and supported catchment area. The duties include: unpacking/uncrating supplies from shipping cartons; properly storing supplies and material in main/primary inventory areas. Stores items in accordance with established guidelines, utilizing computerized inventory system, to ensure sterility and integrity of the supplies and material and the data integrity of the inventory management system. Work Schedule: Rotating Shifts, 7:30 a.m. - 4:00 p.m.; or 3:30 p.m. - 12 midnight; or 12 midnight - 8:30 a.m. Virtual: This is not a virtual position. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 01/29/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-07 position you must have served 52 weeks at the GS-06. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-06 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: giving advice, counsel, or instruction to employees on both work and administrative matters; overseeing the performance of daily inventory of primary and secondary inventory points that will allow for timely replenishment orders; working with vendors, contractors, managers, supervisors and staff throughout the medical center and from other agencies on logistics issues; completing computer-generated inventory item picking lists and uploads verified data into the inventory management system; overseeing the maintenance of stock at primary and secondary inventory locations for all clinical and administrative services. You will be rated on the following Competencies for this position: Technical Competence Managing Human Resources Customer Service Technology Application Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: Heavy lifting, carrying 45 pounds and over required. Straight pulling (1hr), pushing (1-2hrs), reaching above shoulder, use of fingers, and both hands required. Walking and standing (1-3hrs). Repeated bending for (1hr). Ability for rapid mental and muscular coordination simultaneously, near vision correctable at 13" to 16" to Jaeger 1 to 4.
