Duties
Researches/studies manuals, fire codes, and manufacturer's manuals to identify fire characteristics and hazards in order to develop fire prevention practices in the reduction or elimination of fire or explosion.
Applies a high degree of tact and diplomacy while dealing with a wide variety of individuals, including military and civilian managers, engineers, and skilled tradesmen.
Monitors the activities of the organizational building coordinators, to determine the effectiveness of their fire prevention program.
Drives fire-fighting equipment, position correctly to combat fires, operate hose lines, make forced entries, ventilate structures, perform or assist in rescue operations and perform salvage and overhaul.
Serves as a fully trained member of a firefighting crew engaged in the protection of life and property.
Performs duties and responsibilities of Crew Chief on fire/rescue apparatus as needed.
Writes reports and/or articles on fire prevention projects as assigned and conduct fire prevention lectures or fire extinguisher training to requesting organization.
Coordinates with Fire Marshals on emergency plans for evacuating personnel during any emergency.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires the completion of pre-employment and periodic subsequent medical examination in accordance with DoDM 6055.06 to ensure continued, required level of physical health and ability or fitness to perform the duties of the position.
- This position has a requirement to lift up to 45 lbs. in the regular performance of duties.
- The duties of this position meet the criteria for compliance with Federal and Department of the Army Drug Free Workplace Programs. Detection of the presence of drugs is warranted.
- This position is subject to a pre-employment screening, and random testing thereafter, to include testing based on reasonable suspicion and testing due to direct involvement with an on-duty accident.
- This position has been designated Mission Essential. In the event of severe weather conditions or other such emergency type situations the incumbent is required to report to work or remain at work as scheduled to support mission operations.
- This position requires the employee to use personal protective equipment provided by the employer.
- This position requires the incumbent to wear the prescribed uniform and/or personal protective equipment while on duty.
- This position requires shift work to provide coverage on evenings, weekends, holidays, or special situations. Employee shifts are rotated on a regularly scheduled basis; 60-hour workweek with (1) 24-hour shift per week.
- Due to the nature of this position, employees are required to work both planned and unscheduled overtime. This position performs, as required, mutual aid support to local fire departments.
- The duties of this position require the incumbent to possess or obtain and maintain a valid state Driver's License in one of the 50 U.S. states or possessions to operate vehicles.
- This position has a mandatory seasonal influenza vaccination requirement and is subject to annual vaccination.
- This position requires the incumbent to conform to the requirements set-forth in the National Fire Protection Association (NFPA) 1500, Fire Department Occupational Health and Safety Program.
- This position requires participation in a cardiovascular physical fitness program.
- Appointment to this position is subject to a one year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.
- This position has a Temporary Duty (TDY) or business travel requirement of 5% of the time.
- This position requires the incumbent to operate an Emergency Vehicle and must successfully complete the Emergency Vehicle Operator's Course (EVOC).
- This position is subject to an initial drug screening, and random testing thereafter. A negative drug test result must be received by human resources within 30 calendar days after the Entrance on Duty (i.e., start date).
- Selectee’s inability to successfully pass or refusal to conduct the drug test may result in the job offer being withdrawn during the recruitment process or subsequently being removed from Federal service for failure to meet a condition of employment.

MINIMUM QUALIFICATIONS (GS-07):
Specialized Experience: One year of specialized experience which includes: (1) Controlling and extinguishing fires as a member of an organized military, industrial, volunteer, or governmental fire department or brigade; (2) Detecting, reducing, or eliminating potential fire hazards. (3) Conducting inspections of facilities/buildings, alarms, and detection and/or suppression systems. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-07).
MINIMUM QUALIFICATIONS (GS-08):
Specialized Experience: One year of specialized experience which includes: (1) Experience detecting, reducing, or eliminating potential fire hazards; (2) Conducting inspections of facilities/buildings, alarms, and detection and/or suppression systems. (3) Providing firefighting training to include structural, ARFF, fire prevention and/or hazardous material to personnel within an organization. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-08).

In addition to meeting the specialized experience requirement above, applicants must also possess the Selective Placement Factor certificates listed below.
Selective Placement Factors: Incumbent must meet and maintain all required certifications in accordance with DoD 6055.06-M "DoD Fire and Emergency Services Certification Program" (F&ESCP) dated January 22, 2020. Certifications through the DoD, International Fire Service Accreditation Congress (IFSAC), and National Board on Fire Service Professional Qualifications "Pro Board" will meet these certifications requirements below:
