You will serve as a HUMAN RESOURCES SPECIALIST (LR/ER) in the Total Force Department Corpporate Operations Directorate of NAVAL FACILITIES ENGINEERING AND EXPEDITIONARY WARFARE CENTER. This position is part of the Naval Facilities Engineering and Expeditionary Warfare Center (EXWC) Personnel Demonstration Project. The NT-03 pay band encompasses positions equivalent to GS-12 through GS-14. This position has a control point equivalent to the GS-12, Step-10 level.

Duties

You will serve as consultant and advisor to management officials in the implementation of the labor-relations programs of the command. You will advise all levels of management in accomplishing positive progressive discipline. You will prepare, apply, and carry out procedures for handling grievances. You will investigate, document, and develop statements of management's position and correspondence on special problems. You will prepare performance, disciplinary, and adverse actions, ensuring compliance with all legal, regulatory, procedural, and contractual requirements.

  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-05 to GS-11 OR NT-2 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Preparing various employee relations actions for issuance by management; 2) Researching novel issues related to leave administration; 3) Preparing documents to defend against unfair labor practices, negotiated & administrative grievances, and disciplinary appeals before the MSPB; 4) Engaging with unions on changes in working conditions and conditions of employment; 5) Evaluating performance for performance based actions; 6) Administering a performance system.
