Position located in the Facility Management Division in Aztec, NM to manage Aztec Ruins National Monument and Chaco Culture National Historical Park, splitting time between both Parks.

Duties
Major Duties:
Operates/oversees the operation of the FMSS (Facility Management Software System) system including, but not limited to asset identification and inventory including attached equipment/features, condition assessment, cost estimating, work order generation, and life cycle information.
Supports Park management in complying with core responsibilities of Director's Order #80 Real Property Asset Management, departmental Asset Management Plan, and Executive Order #13327 Federal Real Property Asset management.
Completes training for and schedules annual, comprehensive, and parametric assessments to meet required deadlines. Assists in the determination of Asset Priority Index (API) ratings for all assets.
Calculates and updates asset Current Replacement Value (CRV) using NPS-developed standardized methodology. Completes the annual review, closeout and setup of numerous routine maintenance work orders for inclusion in the operational budget. Evaluates planned and actual cost of routine work orders and updates as required.
Reviews reports to prioritize asset needs and communicates annual project needs to the facility manager. Works with park staff in developing facility projects in the Project Management Information System (PMIS).
Coordinates FMSS work orders and estimates for park projects such as Cyclic, Recreation Fee, Repair/Rehabilitation, Housing, Concessions, Environmental Management, Transportation, and Line-Item Construction funded projects.
Reviews park-prepared facility PMIS projects to ensure data fields are aligned and accurate information presented, such as beginning and ending Facility Condition Index, work order types, etc.
Develops and prepares facility projects in PMIS. Conducts research and transposes technical writing into layman terms to make oral presentation; conduct briefings and negotiate with other personnel and field workers.
Prepares and presents reports to management from FMSS databases for operational, fiscal, and planning purposes.
Utilizes a variety of software programs in the performance of tracking and reporting duties. Provides information to support park Government Performance and Results Act (GPRA) goals.
Serves as the Park Account Manager (PAM) for the FMSS program and as the Contracting Officer's Technical Representative (COR) on contracts.
Trains all new FMSS park users in all phases FMSS and coordinates formal Facility Management Program (FPM) workshop and training sessions to ensure employees stay current on program changes/updates.
Provides support and guidance on all practical and technical aspects of FMSS database software used to track facility management functions.
Maintains, updates, and review FMSS data critical for tracking project funding on an annual basis.
Point of contact for all park divisions and park unit for the FMSS program.
Area Information:
Aztec Ruins National Monument is located in the San Juan Basin along the Animas River in northwest New Mexico, in Aztec, New Mexico. The town of Aztec has a population about 8,500. Weather is generally temperate, although extreme temperatures do occur at times. Housing is plentiful with prices for buying or renting being reasonable for the area. No Government quarters are available. Retail service, professional and medical services, churches, hospitals, and educational facilities are available, including a multitude of recreational facilities. The cities of Durango, CO and Farmington, NM are nearby providing various other services. Year-round recreational opportunities abound within a short commuting distance.

Chaco Culture National Historical Park is located in the Four Corners area of New Mexico. The nearest towns are Bloomfield - 65 miles northwest, Farmington - 75 miles northwest, and Aztec - 70 miles northeast. The nearest grocery store is located at Crownpoint - 39 miles south. Schools, shopping, doctors, hospital, etc. are located in the towns of Bloomfield, Farmington, and Aztec. Closest elementary and high schools are 65 miles one way in Bloomfield. Roads from the south are all dirt for 19 miles. Precipitation for the area is minimal. Rain and snow are not common; and either can make the roads impassable. Aztec Ruins NM is located in the small town of Aztec, in San Juan County, New Mexico population about 8,500. All facilities are available in Aztec and Farmington, 15 miles distant. Qualifications
All qualifications must be met by the closing date of this announcement-02/02/2024-unless otherwise stated in this vacancy announcement.
Credit will be given for all appropriate qualifying experience. For current Federal employees, if hours worked per week are not included on your resume, you must submit a non-award SF-50 for each federal position listed as part of your application to be used to validate your work schedule and determine the amount of qualifying experience that you will be granted. An award SF-50 will not be acceptable documentation for which to consider your amount of qualifying experience. For all other applicants who are not current federal employees, your resume must state either "full-time" (or "40 hours a week") or "part-time" with the number of hours worked per week to ensure proper crediting of specialized experience. To qualify for this position at the GS-09 grade level, you must possess at least one of the following minimum qualifications by close of the announcement:
EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-07 grade level in the Federal service (obtained in either the public or private sectors). Examples of specialized experience include but are not limited to the following: Determined facility, grounds, or equipment overhaul, maintenance, restoration, or repair needs; Developed work plans for simple projects (recurring maintenance); Tracked the progress of work to ensure required tasks are completed on deadline or comply with established standards; and/or Updated and analyzed data from a facility or asset management system in order to prepare reports for management. You must include hours per week worked.

EDUCATION: Successful completion of at least two years of progressively higher level graduate education leading to a Masters Degree or equivalent graduate degree in an accredited educational institution concentrated in a field that is directly related to the work of this position, such as business management, finance, parks and recreation management, engineering, or construction or in another field of study directly related to the duties of this position. You must include transcripts.

Successful completion of a combination of education and experience as described above. For example, six months of the specialized experience equivalent to GS-7 (50 percent of the required experience) and 27 semester hours or 41 quarter hours of appropriate directly related graduate education (50 percent of the required education). You must include transcripts.
