The primary purpose of this position is to provide managers with objectively based information for making decisions on the administrative and programmatic aspects of group operations and management, by accomplishing a wide variety of assignments concerned with effectiveness and efficiency of programs and operations.

Duties

Provide support to team leaders and managers in developing, managing, and maintaining the efficiency of the team operations. Provide support in the development of more efficient work methods and processes to resolve substantive issues of moderate scope. Perform a wide variety of management studies. Participate in meetings and discussions involving supporting activities. Work to achieve and support quality improvement in all products and services.

Qualifications

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes providing managers with objectively based information for making decisions on the administrative and programmatic aspects of group operations and management, by accomplishing a wide variety of assignments concerned with effectiveness and efficiency of programs and operations. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. OR EDUCATION: Ph.D. or equivalent doctoral degree - OR - 3 full years of progressively higher-level graduate education leading to such a degree - OR - LL.M, if related from an accredited college or university OR COMBINATION OF EXPERIENCE AND EDUCATION: A combination of the specialized experience and education as described above that equals 100 percent when combined to equal the required 1 year of specialized experience needed for this position. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of the operations, products, services, needs and goals of the program(s) and the organization studied or served, and related customers, functions, resources, and users. Knowledge of safety, environmental and occupational health requirements as outlined in applicable standards regulations. Knowledge of process improvement techniques and practices. Ability to research, analyzes, interpret and apply rules, regulation and procedures. Ability to recognize and analyze problems, conducts research, summarize results, and make appropriate recommendations. Skill in applying analytical and evaluative techniques to the identification, consideration, and resolution of issues or problems of a procedural or factual nature. Ability to plan, coordinates, and organizes, work to identify problems and develop solutions. Ability to communicate effectively, orally and in writing, to gain cooperation from others through tact, courtesy, and diplomacy. Ability to apply lean, safety, and health principles, practices, and procedures and to understand and apply internal management procedures. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Physical Demands: The employee does sedentary work, such as sitting comfortably. There may be some walking, standing, bending, carrying of light items or driving an automobile. No special physical effort or ability is required to perform the work. Work Environment: The work is primarily performed in an office setting. Work is direct support of industrial and manufacturing facilities and may require frequent visits into these areas. Use of safety glasses, earplugs and other protective equipment may be required.
