About the Position: Serves as a Facility Operations Specialist for Unit Training and Certification (UT&C) Division, DPTMS, will manage, monitor, coordinate and integrate the day-to-day building operations for 63 facilities at Fort Bliss, Texas and McGregor Range, New Mexico,

Duties

As the Facilities Manager, troubleshoots, analyzes and coordinates critical repairs and maintenance; conducts quality assurance inspections of maintenance, equipment installation and cleaning of buildings and grounds. Monitors all maintenance or equipment installation projects for timeliness, correctness and completion; responsible for the coordination of replacement and/or repair of fixtures and devices that are part of the building. Perform user level/minor maintenance of building and grounds; requests supplies and equipment required to maintain and improve capabilities of the buildings and all related systems. Provide support for environmental, life safety, construction, and utility projects. Responds to a myriad of complaints due to the age of the buildings and resolves requests for services. Must be eligible for Certification for Appointment as a Contracting Officer Representative (COR) in order to conduct contract surveillance activities over construction and maintenance operations performed by a variety of private contractors. Document generated are provided to the delegated COR for review, concurrence, and formal processing to the local or CAAA Contracting Office as appropriate. Conduct comprehensive management studies and surveys for a wide variety of established or proposed organizations to determine optimum space utilization in terms of economic principles, cost, type of work to be performed, type and size of equipment. Administer, plans, and directs the facility property management program. Inspect facilities to validate existing conditions, determine required maintenance and repair activities, adequacy of contractual requirements and provides technical advice and instruction on facility management procedures.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment.
  • The duties of this position require the incumbent to possess or obtain and maintain a valid state Driver's License in one of the 50 U.S. states or possessions to operate vehicles.
  • Appointment to this position is subject to a one year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.
  • This position must be able to successfully complete training to access GCSS-Army for Driver and Maintenance Manager.
  • This position must have completed or have the ability to complete overhead crane inspector training.

OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M. [remove LL.M., if unrelated] with a major study in engineering, industrial arts, property management, or business administration. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. You will be evaluated on the basis of your level of competency in the following areas: Facilities InspectionFacilities ManagementFacilities Operations and Maintenance Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent GS-09.
