This position is located in the Department of Homeland Security (DHS),Office of Biometric Identity Management.
The primary purpose of this position is perform work that involves the planning, installation, configuration, testing, implementation, and management of the systems environment used to support the agency's information technology architecture and business needs.
This is a non-bargaining unit position.
Duties
As a IT Specialist (OS), GS-2210-11, your typical work assignments may include:
Providing advice and guidance in implementing IT security policies and procedures in the development and operation of network systems; ensuring applications are consistent with the current and planned infrastructure and data environments.
Developing technical specifications and other procurement documentation to include economic analyses in support of the acquisition of hardware, software, communications associated with automation projects.
Coordinating with other technical personnel to ensure integrity and security of systems and equipment and to ensure backups of systems are made prior to deployment or implementation.
Analyzing complex problems with systems sufficient to recommend mitigation and to approve/disapprove emergency break fixes or to sponsor emergency change requests to higher authority.

Qualifications
Applicants must have IT-related experience demonstrating the following competencies appropriate to, or above, the level of this position. Your resume and work experience should clearly support your ability to meet these competencies and will be evaluated as part of the entire application process.
Information Technology Performance Assessment-Knowledge of the principles, methods, and tools (for example, surveys, system performance measures) to assess the effectiveness and practicality of information technology systems.
Problem Solving-Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.
Systems Testing and Evaluation-Knowledge of principles, methods, and tools for analyzing and developing systems testing and evaluation procedures and technical characteristics of IT systems, including identifying critical operational issues.
Technical Competence-Uses knowledge that is acquired through formal training or extensive on-the-job experience to perform one's job; works with, understands, and evaluates technical information related to the job; advises others on technical issues.
Specialized Experience:
You qualify for the GS-11 grade level if you possess one year of specialized experience, equivalent to the GS-09 grade level in the Federal government, performing duties such as:
Applying technical assistance specializing in the area of information technology (IT) operating systems.
Planning and coordinating the installation, upgrade, and maintenance of the operating environment.
Installing, configuring, testing, and implementing vendor supplied modifications to existing systems software.
Determining and properly configuring systems components such as disk drives, printers, and other peripherals needed to support the operating environment.
You qualify at the GS-11 grade level if you possess one of the following:
One year of specialized experience, equivalent to the GS-09 grade level in Federal service, that demonstrates the ability to apply technical assistance specializing in the area of information technology (IT) operating systems; Plan and coordinate the installation, upgrade, and maintenance of the operating environment; Install, configure, test, and implement vendor supplied modifications to existing systems software; Determinie and properly configuring systems components such as disk drives, printers, and other peripherals needed to support the operating environment. AND IT-related experience demonstrating, Information Technology Performance Assessment, Technical Competence, Systems Testing and Evaluation, and Problem Solving.; OR
A Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M., if related ; OR
A combination of successfully completed graduate level education and specialized experience as described above that, when combined, equal 100% of the total requirement. This will be calculated using your resume and unofficial transcripts or a list of courses/course hours submitted with your application.
NOTE: Only graduate education in excess of the first two years may be used to qualify for the GS-11 level.
