This position is located in the Department of Homeland Security (DHS), Office of Intelligence & Analysis (I&A), Identities, Targeting, and Exploitation Center (ITE), Targeting Branch.
This is a permanent appointment in the Excepted Service and will be filled on a full-time permanent basis. Employees hired under an Excepted Service appointment may be required to serve a two (2) year trial period.
This position is classified in the Excepted Service under Title 50.
Duties
This incumbent will serve as a Counterintelligence (CI) Targeting Analyst assigned to the Targeting Branch within the Identities, Targeting, and Exploitation Center (ITE), DHS Office of Intelligence and Analysis (I&A). In this capacity, the incumbent will provide direct support and expertise focusing on identifying and assessing activities related to the screening, vetting, and targeting of nefarious actors. Responsibilities include, but are not limited to, developing and creating operational lead and targeting assessments, conducting comprehensive travel and link analysis of individuals and networks, and producing analytic products concisely outlining key research findings for law enforcement or Intelligence Community (IC) customers. The incumbent will conduct moderate-to-complex tactical, operational, strategic analysis by researching, analyzing, and evaluating raw and finished intelligence related to new or changing tactics of nefarious actors who intend to travel to the United States. The incumbent will be expected to conduct or provide support to all-source strategic analysis, including products developed by I&A, the DHS Intelligence Enterprise, and partners throughout the Intelligence Community. The incumbent will also be responsible for providing recommendations to operations, investigations, and input to operational/special project concepts and will establish and maintain a current series of liaison contacts with DHS Components, DoD, FBI, and other national-level agencies as recognized authority in the field of counterintelligence. Interaction with these contacts will include exchanging information and cooperation on matters of mutual interest. The incumbent will also serve as an Agency representative of I&A on working groups, in meetings and briefings with functional or multi-disciplinary emphasis that involve counterintelligence issues that align to the Targeting Branch's mission. The incumbent may be required to deploy to various locations-CONUS and OCONUS-and work alongside operational partners to provide onsite intelligence and counterintelligence support and subject matter expertise to enable and drive their operations. Strong analytic and/or network development skills are highly desirable. Mandarin language skills not required, though highly encouraged. Will perform other duties as assigned.

- Must be able to hold a TS/SCI Security Clearance.
- Must be a U.S. Citizen.
- This is a Testing Designated Position (TDP) and is covered by the Department of Homeland Security Headquarters Drug-Free Workplace Program.
- Overtime may be required in response to a significant event.
- The employee may be required to work other than normal duty hours, which may include evenings, weekends, and/or holidays and/or overtime.
Qualifications
Specialized Experience:
To qualify for the maximum GS 13 level, you must possess at least one year of specialized experience equivalent to the GS-12 grade level in the Federal service, or comparable experience not gained through Federal service. Other grade offers will be dependent upon relevant education and experience as assessed.
Expert knowledge of counterintelligence and targeting analysis and production techniques, procedures, and regulatory guidance, plus a thorough understanding of how regulatory or enforcement programs are administered to select and apply appropriate knowledge to support the conduct of Departmental-wide counterintelligence activities. This knowledge is used to conduct counterintelligence research and analysis using automated systems, national and departmental level databases, and open-source information. Mastery knowledge and use of a wide range of qualitative and/or quantitative analysis methods and specialized technical tools to conduct directed searches, link analysis, and/or temporal and spatial analysis of patterns of activity.
Expert knowledge of foreign organizations, perceived activities, and capabilities of foreign intelligence entities that pose a threat to DHS equities. Utilizes comprehensive knowledge of counterintelligence, and general knowledge of security, law enforcement, and other security administration programs to support the homeland security mission.
Extensive knowledge of DHS Headquarters and Component structure, missions, programs, and organizational relationships, plus a thorough knowledge of DHS data, data systems, and tools.
Ability to communicate complex ideas both in writing and verbally to formulate and present findings, assessments, briefings, status reports, and correspondence to foster understanding and acceptance of findings and recommendations.
Incumbent must possess strong customer service and interpersonal skills to maintain effective working relationships with both internal and external customers. Coordinates with intelligence and law enforcement counterparts for intelligence fusion and situational awareness of FIE activities for both general awareness and for potential DHS jurisdiction.
Education: Substitution of education in lieu of specialized experience may not be used for this grade level.
To Qualify for the GS-12 Level, you must possess at least one year of specialized experience equivalent to the GS-11 grade level in the Federal Service, or comparable experience not gained through Federal Service. For this level, specialized experience is defined as:
Extensive knowledge of counterintelligence and/or targeting analysis and production techniques, procedures, and regulatory guidance plus a thorough understanding of how regulatory or enforcement programs are administered to select and apply appropriate knowledge to support the conduct of counterintelligence activities.
Knowledge of counterintelligence research and analysis techniques and procedures and skill in using automated systems, national and departmental level databases, open-source information, and specialized technical tools to conduct directed searches, link analysis, and/or temporal and spatial analysis of patterns of activity.
Knowledge of foreign organizations, perceived activities, and capabilities of foreign intelligence entities that pose a threat to DHS equities.
Extensive knowledge of DHS Headquarters and Component structure, missions, programs, and organizational relationships, plus a working knowledge of DHS data, data systems, or tools.
Ability to communicate moderately complex ideas both in writing and verbally to formulate and present findings, assessments, briefings, status reports, and correspondence to foster understanding and acceptance of findings and recommendations.

Knowledge of counterintelligence and/or targeting analysis and production techniques, procedures, and regulatory guidance, plus a understanding of how regulatory or enforcement programs are administered to select and apply appropriate knowledge to support the conduct of counterintelligence activities.
Knowledge of counterintelligence research and analysis techniques and procedures and skill in using automated systems, national level databases, hard copy studies, open-source information, and specialized technical tools to conduct directed searches, link analysis, and/or temporal and spatial analysis of patterns of activity.
Knowledge of foreign organizations, perceived activities, and capabilities of foreign intelligence entities that pose a threat to DHS equities.
Strong knowledge of DHS Headquarters and Component structure, missions, programs, and organizational relationships, plus a basic knowledge of DHS data, data systems, and tools.
The ability to communicate moderately complex ideas both in writing and verbally to formulate and present findings, briefings, project papers, status reports, and correspondence to foster understanding and acceptance of findings and recommendations. Incumbent must possess strong customer service and interpersonal skills to maintain effective working relationships with both internal and external customers.
To Qualify for the GS-9 Level, you must possess one or more of the following:
Ability to perform a variety of counterintelligence and/or targeting research assignments with emphasis on factfinding and analysis.
Knowledge of analytical and evaluative techniques to the identification, consideration, and resolution of counterintelligence research issues or problems of a procedural or factual nature. The issues or problems dealt with are readily observable conditions covered by written guidelines or research/analysis of information of a factual nature.
Ability to apply conventional methods to gather, analyze, and evaluate information concerning intelligence research processes; draw conclusions; and recommend appropriate action.
Basic knowledge of DHS Headquarters and Component structure, missions, programs, and organizational relationships, plus familiarity with DHS data, data systems, and tools.
Ability to communicate effectively, both orally and in writing, to gain cooperation from others through tact, courtesy, and diplomacy.
To Qualify for the GS-7 Level, you must possess one or more of the following:
Knowledge of the basic principles, concepts, and methodologies used in counterintelligence and/or targeting research, and knowledge of the basic workings and mutual interests of the intelligence community.
Basic knowledge of counterintelligence principles, concepts, policies, procedures, regulations, and terminology in order to perform a variety of counterintelligence research assignments with emphasis on factfinding and analysis. Ability to learn the operation of DHS and IC data systems.
Knowledge of analytical and evaluative techniques to the identification, consideration, and resolution of counterintelligence research issues or problems of a procedural or factual nature.
Basic knowledge of DHS Headquarters and Component structure, missions, programs, and organizational relationships.
Ability to effectively communicate information clearly, verbally and in writing.
A writing sample may be required if you are selected for an interview.
