The Program Specialist - Research Coordinator, with the Cooperative Studies Program in the Office of Research and Development, Department of Veterans Affairs, Located in Hampton, Virginia. The Program Specialist - Research Coordinator will support The Million Veteran Program (MVP): A Partnership with Veterans, which aims to create resources within VA that would allow researchers to conduct genetic research studies.

Duties

Typically the work involves recruiting / enrolling and drawing samples at laboratory as well as in MVP clinic. Further work will be mostly sedentary / desk work of updating consents etc and completing the mailing of samples. Responsible for overseeing and organizing the day-to-day operations of MVP, including enrolling participants, collecting data, and serving as a critical conduit to the Program Coordinating Center. Manage the clinical and administrative support services for MVP and will directly supervise the Research Assistant. Collection of data, and maintaining records· for approximately 4,000 participants per year. Ensure proper collection and shipment of blood specimens, per MVP protocol, by local site Research Assistants. Responsible for reviewing documentation completed by MVP personnel for accuracy and completeness of all local site documentation and records in the Investigator Study File. Serve as primary point of contact at the site for MVP with service providers; such as facilities, HR, IT, Fiscal Office, ISO, and Office of Communications. Manage and coordinate all submissions lo the VA Central IRB and local R&O Committee. Ensure timely and complete submission of VA Central IRB documentation to Coordinating Centers as requested. Work Schedule: Monday - Friday 8:00am to 4:30pm Compressed/Flexible: Available Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 02/09/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You may qualify based on your experience and/or education as described below: NOTE: SPECIALIZED EXPERIENCE MUST BE WELL DOCUMENTED AND DETAILED IN YOUR RESUME. Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: experience overseeing and organizing the day-to-day operations of the Million Veteran Program (MVP), enrolling participants, collecting data, manage the clinical and administrative support services, collection and shipment of blood specimens, reviewing documentation for accuracy and completeness, work with HR as appropriate to participate in selection, performance management and manages administrative functions. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed a master's or equivalent graduate degree, or 2 full years of progressively higher level graduate education leading to such a degree, or LL.B or J.D. if related, in a related field that demonstrates the knowledge, skills, and abilities necessary to do the work of this position. NOTE: Transcripts must be submitted with application. Education cannot be credited without documentation. ??????? OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have a combination of specialized experience and education beyond 1 year of graduate level education. To calculate, first identify the percentage of required education you have earned (when substituting, you cannot use the first 60 semester hours that you earned). Then identify the percentage of required experience you possess. Add the two percentages. The total percentage must equal at least 100 percent to qualify at the GS-09. For example, an applicant who has 9 semester hours of graduate level education (i.e. 50% of graduate education required) and 6 months of creditable specialized experience (i.e. 50% of the required experience) would equal 100% of the required experience for the position. Only graduate education in excess of the amount required for the next lower grade level may be used to qualify applicants for positions at grades GS-09. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The work is primarily sedentary. Typically the employee may sit comfortably to do the work. There may be some walking, standing, bending, and carrying of light items such as focus group audio visual equipment, Xerox paper and books.
