Duties
As a Supervisory Contract Oversight Specialist, you will:
Serve as an expert advisor with responsibility for a broad range of contracted activities that significantly impact accomplishment of Departmental mission objectives and the public trust in Departmental operations.
Perform a wide variety of collaborative pre-award and post-award activities to include technical assistance and cooperative agreements in partnership with program experts, CORs Government Technical Representative's (GTRs), and the Office of Chief Procurement Officer (OCPO) personnel.
Supervise the Division with day-to-day management of the staff and operations assigned to the Division. Responsible for monitoring, advising, reviewing, leading, guiding and overseeing the work assigned to the Division and its staff.
Coordinate the efforts of subject matter experts from other disciplines involved in obtaining quality contracted goods and services for all contracts assigned to the Division.
Oversee and or conduct comprehensive studies, needs assessments and analyses of planned, in-progress, and completed contracted efforts for the purpose of obtaining maximum benefit and developing new or improved methods and procedures for accomplishment of program objectives.
Qualifications
You must meet the following requirements within 30 days of the closing date of this announcement.
Specialized Experience: For the GS-15 grade level, you must have one year (52 full weeks) of specialized experience at a level of difficulty and responsibility equivalent to the GS-14 grade level in the Federal service. Specialized Experience for this position includes:
- Overseeing staff performing or monitoring contract work; AND
- Reviewing and resolving contracting problems and related issues.
Experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. To ensure full credit for your work experience, please indicate dates of employment by month/day/year, and indicate number of hours worked per week on your resume.
Time-in-Grade: In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:
For the GS-15 you must have been at the GS-14 level for 52 weeks.
Time After Competitive Appointment: Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three months in that appointment.
