About the Position: Responsible for all aspects of facility management as assigned, such as initiating projects, planning, budgeting, reviewing project designs, coordinating projects to minimize mission impact, overseeing execution, and reviewing finalized projects to ensure they are completed to meet applicable guidelines as well as the customer and mission requirements.

Duties

Oversees facility maintenance, renovation, and modernization projects, including preventative maintenance, fire alarm systems, HVAC systems, plumbing, and electrical systems. Building manager or facility coordinator and oversees assigned buildings, organizations, or areas providing customer support, assesses building conditions, and addresses occupants' and tenant's issues through inspections. Program manager/planner for the real property maintenance activity (RPMA) requirements for all Airfield Division/Davison Army Airfield facilities. Serve as contracting officer representative for airfield projects and services contracts and coordinates work efforts for all other contract services performed on the airfield, acting as the government’s authority over contract project managers. Coordinates with contractors on maintenance and repair or construction projects to ensure they are complying with plans and specifications.

The basic requirement for this position is: Education: Undergraduate and Graduate Education: Major study -- engineering, industrial arts, property management, or business administration. -OR- Experience: Managing a maintenance program for office or apartment building complexes, hospitals, recreation facilities, military, or other special-purpose installations, including planning maintenance activities, and developing preventive maintenance programs. Conducting surveillance activities over construction and maintenance operations performed by a variety of private contractors, including reviewing project plans and specifications for workability, informing contractors of construction and reporting requirements, and supervising operations for conformance with project plans. Performing maintenance or construction work, including estimating material and labor costs for a variety of construction or maintenance projects (such as construction or maintenance of brick, frame, structural steel, reinforced concrete, and other type structures ranging from one- or two-story buildings to larger structures), directing actual work operations, and maintaining appropriate contacts with the organization funding the project. Minimum Qualifications: In addition to meeting the basic requirement above, you must also meet the qualification requirements below: Specialized experience: One year of specialized experience which includes assessing the condition of maintenance facility components; determining short- and long-term funding requirements for facility operation and maintenance; facility requirements planning to include usage patterns of buildings, equipment, and other facilities. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service, GS-11. You will be evaluated on the basis of your level of competency in the following areas: Facilities Procurement and Contract ManagementFacilities Requirements Analysis and PlanningOral CommunicationProject Planning, Design, and Construction Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11). Applicants must meet all eligibility requirements and minimum qualification requirements prescribed by OPM within 30 days of the closing date of the announcement.
