About the Position: Principal advisor and subject-matter expert to Rapid Capabilities and Critical Technologies Office (RCCTO) leadership and representative on matters relating to facilities, project management, planning, engineering, construction, facilities contracting and real estate. Responsible for planning, programming, budgeting and execution of resources to support mission requirements of facilities located at Fort Belvoir, Redstone Arsenal, Aberdeen Proving Ground, and the Pentagon.
Duties
Plans, coordinates, and executes all architectural, engineering, construction and modifications to existing facilities throughout RCCTO locations.
Oversees the coordination and execution of multi-million dollar financial and acquisition requirements, implementation, distribution, and logistical support for all facilities.
Serves as the Contracting Officer Representative (COR).
Serves as advisor and subject-matter expert and act as representative on all matters relating to facilities, project management, planning, engineering, construction, facilities contracting and real estate.
Requirements
- Must be able to obtain and maintain a determination of eligibility for a Top Secret security clearance for the duration of employment.

- One year trial/probationary period may be required.
- 10% Business Travel Required.
- This position requires Contracting Officer Representative (COR) training in accordance with DoD Instruction 5000.72 .

SPECIALIZED EXPERIENCE: In order to qualify for this position based on experience your resume must describe one year of specialized experience equivalent to the NH-03 (GS-13) grade level in the Federal service which includes:
1) Planning, programming, budgeting and execution of resources to support mission requirements of facilities to include real estate; AND
2) Identifying specific requirements for facilities, material, manpower, funding and technical services required to support an assigned program/project; AND
3) Projecting major project milestones and events necessary to complete the strategic implementation of assigned projects; AND
4) Performing as Contracting Officer's liaison between the Government and contractor personnel to ensure timely performance, compliance with the terms of the contracts.
This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (NH-03) or GS-13.
