This position will be assigned to the Air Force Service Center at Port San Antonio, TX. This is a regular full-time category position with guaranteed 40 hours per week. Employees appointed to a regular category position are eligible for benefits.

Duties

Serves as focal point to maintain the records and accountability of U.S. dollar and foreign currency electronic fund transfer (EFT) transactions in accordance with internal policies and procedures and pertinent rules and regulations, including management of the EFT vendor database to ensure accurate and current vendor payment information. Conducts EFT payment research and reconciliation for AFSVA, installations, and vendors and resolves all related issues. Reviews and analyzes technical papers, journals, banking regulations, National Automated Clearing House Association (NACHA) rules, and Air Force policy changes in order to determine their impact upon the application. Maintains subsidiary records and accountability for the Air Force capital construction Automatic Reimbursement Account (ARA) program valued at $625 million in accordance with pertinent policies and procedures. Manages the distributive process for the PCard rebate program to ensure control and proper disbursement of quarterly rebates to installations and AF-Level NAFIs, in accordance with pertinent regulations and procedures. Serves as the primary Air Force Financial Management Fund (AFFMF) representative for performing bank account analysis. Manages the paper check conversion program for all NAFIs and provide ongoing support. Responsible for achieving an in-depth understanding of the application, maintaining policy/procedure documentation, provide training, reconcile daily, and research and solve any variances. Serves as the primary Air Force Services representative for managing the merchant processing program. Conduct daily reconciliation, manage the merchant processing master data of account listings and user accounts, updating as necessary. Responsible for working with merchant processor on a daily basis to resolve questions or issues on behalf of bases and AFSVA. Consistently reviews current business processes, procedures, internal controls, and provides recommended solutions. Identifies, researches variances and issues related to position and initiates appropriate actions for problem resolution. Perform other Treasury duties as directed by supervisor. Qualifying Experience: Requires extensive experience in treasury management and/or accounting functions. Experience with related banking regulations. Must have experience with Microsoft Office applications sufficient to prepare spreadsheets, correspondence, reports, and presentations with speed and accuracy. Knowledge, Skills and Abilities (KSA's): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Bachelor's degree in business/finance/accounting. Broad understanding of gathering and evaluating data related to cash management, merchant processing, Communicating effectively both orally and in writing. Working accurately, with interruptions, to meet deadlines.
