Duties
Duty 1: Manage and support the overall special access program for the 57th Wing, N-CAPS, and the USAF Warfare Center (USAFWC).
Duty 2: Mediates a wide variety of complex security clearance problems.
Duty 3: Improves and implements policies and procedures covering the safeguard of classified information.
Duty 4: Manage administrative office support functions and maintains cooperative working relationships with unit security managers, supervisors, operating officials, and unit commanders in all aspects relating to N-CAPS.

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Examples of specialized experience includes applying knowledge of specialized security methods, rules, regulations, principles, and procedures to resolve a wide range of problems and perform a wide variety interrelated or nonstandard security assignments such as determining the kinds of information and supporting data required, and criteria to be applied, in clearance adjudication processes, evaluating derogatory information to determine if a SIF must be established or if access should be suspended/terminated, and ensuring that the SIF includes all supporting data required to complete adjudication determinations.

EDUCATION: Master's or equivalent graduate degree, or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related.

COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. NOTE: You must submit a copy of your transcripts.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Substantive knowledge of common and specialized security methods, rules, regulations, forms, and principles to provide management oversight, technical work, and assist security specialists in security administration, and perform a wide variety of interrelated or nonstandard security assignments and resolve problems.
2. Knowledge of special access security procedures, clearance adjudication, management of derogatory information, and the protection, storage, access, and dissemination of classified material.
3. Substantive knowledge of procedures, forms, and information and confidentiality requirements related to sensitive personal information to request security investigations.
4. Applies advanced-level knowledge of one or more automated databases and software application associated with a specific security function to recognize, locate, and insert data/information, support office and security operations by demonstrating a thorough understanding of the unit mission, and produce a variety of documents and reports.
5. Ability to conduct inspections in all areas of security and analyze results to determine and recommend courses of action.
6. Ability to plan and organize work, and accomplish multiple ongoing projects with little instruction, and ability to locate, assemble from a wide variety of sources, and compose information for reports, inquiries, and limited technical correspondence.
7. Skill in developing, analyzing, evaluating, and improving both personnel and special access security programs.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
