Six positions are located in Cedar City, Kanab, Richfield, Fillmore and Salt Lake City, Utah.
We expect to fill six vacancies at this time; however, additional positions may be filled from this announcement if they become available.
Duties
These positions serve as a Planning and Environmental Specialist for the Color Country, Paria River, and West Desert Districts.
Constructs National Environmental Policy Act (NEPA) and land use planning documents in accordance with guidelines and procedures.
Coordinates District land use planning efforts with local, State and Federal agencies.
Prepares and monitors time schedules for the planning efforts of the District.
Works with an interdisciplinary team to ensure sufficient involvement from the public in the land use planning process.
Reviews environmental assessment and NEPA documents confirming all applicable laws and regulations are followed.
Ensures all documents are appropriately uploaded to electronic review sites and properly filed.
Provides training to interdisciplinary teams and project leads regarding environmental documentation procedures and implementation of NEPA and land use planning decisions.

Qualifications

To qualify at the GS-09 level you must meet the following:
Specialized Experience: Applicants must possess one (1) full year of specialized experience at or equivalent to the GS-07 level equivalent in difficulty and complexity to perform the duties of a Planning and Environmental Specialist. Qualifying specialized experience includes: working with various natural resources programs such as cultural resources and threatened and endangered species; reviewing or developing basic plans and documents addressing common natural resources issues and communicating efficiently through writing and public speaking to address environmental analysis and land use planning.
Education: To qualify based on education you must have a Master's or equivalent degree, or two (2) full years (36 semester hours) of graduate-level education leading to a master's or equivalent graduate degree in a related field of study.
Combination of Education and Experience: You may meet qualifications requirement for this position with an equivalent combination of specialized experience and appropriate graduate education. Graduate level education must demonstrate the difficulty and complexity to do the work of this position. Only graduate level education in excess of 18 semester hours may be combined with experience.
To qualify at the GS-11 level you must meet the following:
Specialized Experience: Applicants must possess one (1) full year of specialized experience at or equivalent to the GS-09 level equivalent in difficulty and complexity to perform the duties of a Planning and Environmental Specialist. Qualifying specialized experience includes: Reviewing, analyzing or writing planning documents related to cultural resources, threatened and endangered species, other natural resources programs or National Environmental Planning Act (NEPA); working with the public on land use planning or National Environmental Policy Act (NEPA) programs, and working with planning systems such as the Federal Land Policy and Management Act (FLPMA), NEPA, or Council on Environmental Quality regulations.
Education: To qualify based on education you must have a Ph.D. or equivalent doctoral degree, or three (3) full years (54 semester hours) of graduate-level education leading to a Ph.D. or equivalent doctoral degree in a related field of study.
Combination of Education and Experience: You may meet qualifications requirement for this position with an equivalent combination of specialized experience and appropriate graduate education. Graduate level education must demonstrate the difficulty and complexity to do the work of this position. Only graduate level education in excess of 36 semester hours may be combined with experience.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Physical Demands: The individual works primarily in an office setting at this level. There may be some walking, standing or bending. There is some infrequent field work in this position, therefore, the individual may on occasion be required to walk or ride vehicles or horseback over rough terrain, and perform duties that require recurring bending, crouching, stooping, reaching or lifting. Work may also include lifting of moderately heavy items such as equipment and samples and boxes of files.
Work Environment: The work is performed primarily in an office setting for long hours and under tight deadlines. However when necessary to complete the work, there may be outdoor exposure. Outdoor exposure requires some discomfort in extremes of temperature or inclement weather.
