Duties

These positions serve as the Field Manager for the Cedar City Field Office and Price Field Office. Provides direction, coaching and support to facilitate problem solving and accomplishment of Field Office goals and programs. Assigns work based on priorities and capabilities of subordinate supervisors and employees; reviews work for adequacy and accuracy, policy and regulatory compliance and application. Advises District Manager of program accomplishments, problems, and impact of changes. Performs personnel management functions such as selection of employees; establishing performance standards and evaluating performance; identifying developmental and training needs; and providing and making provisions for training. Responsible for planning, budgeting, organizing, implementing, and evaluating a broad array of complex resource programs requiring intensive multiple-use management. Prepares and makes policy recommendations and technical proposals and is responsible for the liaison and coordination with Federal, State, local government, and regional offices, and citizen groups and business communities. Conducts resource planning and management in coordination with representatives of Federal, State, tribal, and local governments, the general public, public land users, and private landowners. Determines work priorities for the Field Office and directs accomplishment of the approved Annual Work Plan (AWP). Directs administrative activities in support of operational programs. Conducts a viable and open public relations program ranging from media interviews to interaction with individuals of the general public.

Qualifications

To qualify at the GS-13 level you must meet the following: Specialized Experience: Applicants must possess one (1) full year of specialized experience at or equivalent to the GS-12 level equivalent in difficulty and complexity to perform the duties of a Field Manager. Qualifying specialized experience includes: performing or acting in a leadership or supervisory role; planning, implementing, and/or administering a natural resource program in a multi-resource environment involving land management; researching, interpreting, and applying laws, regulations, and policies; experience working with an established budget system; communicating technical and non-technical information to a variety of audiences; and building professional relationships with diverse stakeholders. Please note there are no educational substitutions at this grade level. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. You must meet all qualification requirements within 30 days of the closing date of the announcement. Federal employees in the competitive service are also subject to the Time-In-Grade requirement in accordance with 5 CFR 300.604. If you are a current Federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must have completed a minimum of 52 weeks at the next lower grade level. Physical Demands: Normally works in an office setting with occasional trips to the field. Occasionally required to walk moderately long distances over rough terrain during normal fieldwork. Work Environment: Office work is accomplished in an adequately lighted and heated facility. When in the field, subject to injuries when walking in rough terrain and exposure to uncomfortable hot and cold temperatures. Incumbent will adhere to all safety rules and regulations as prescribed in manuals/supplements or by the designated Safety Officer.
