This position supports Indian Health Service (IHS), Southwest Region Human Resources in the Division of Client Services and is located in Phoenix, Arizona. The purpose of this position is to serve as the Human Resource (HR) Specialist by performing the primary function as the HSPD-12 Access Card Coordinator for the Southwest Region Office of Human Resources to ensure the Service Units meets the Personal Identity Verification (PIV) requirements. This position reports to HR Operations Supervisor.
Duties
Initiates and processes background investigations including Electronic- Questionnaire for Investigations Processing.
Serves as a front line representative for the Electronic-Questionnaire system to employees at the local facility and service units.
Works with employees, applicants, and supervisors to guide and assist with the Personnel Security processes.
Regularly monitors the status of pending Electronic-Questionnaire cases, manipulates data to produce reports, and follows up to determine status and records results.
Extensively collaborates with managers providing assistance to expedite the services of Human Resources Personnel Security.
Serves as the Awards Coordinator for the service units.

Qualifications
To qualify for this position, your resume must state sufficient experience and/or education, to perform the duties of the specific position for which you are applying.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; social). You will receive credit for all qualifying experience, including volunteer and part time experience. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
BASIC REQUIREMENT(S):
In addition to the Basic Requirements, you must also meet the Minimum Qualifications stated below.
MINIMUM QUALIFICATIONS:
Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the next lower grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks: Examples include: Experience coordinating background investigations assuring appropriate initiation, processing and adjudication. Providing technical advice and guidance to employees, contractors, affiliates, and volunteers regarding background clearance requirements. Review submitted forms for accuracy and completeness. Utilize electronic background investigative platforms to track and update individual case statuses related to timeline, address validation, and coordination of fingerprints.
OR;
Completed a Master's or equivalent graduate degree or 2 full years (36 semester hours) of progressively higher level graduate education leading to such a degree, such education must demonstrate the knowledge, skills, and abilities necessary to do the work or LL.B. or J.D., if related.
OR;
Possess a qualifying combination of the specialized experience and education as described above. to determine if you qualify under this combination first divide your total months of qualifying experience by 12. Then divide your semester hours of graduate education beyond 1 year by 18. (Note: Only education in excess of the first year is creditable toward meeting the experience requirement when combining experience and education.) Finally, add the two percentages. The total percentage must equal at least 100 percent to qualify. Note: Must provide copies of graduate transcripts.
Time In Grade
Federal employees in the competitive service are also subject to the Time-In-Grade Requirements: Merit Promotion (status) candidates must have completed one year of service at the next lower grade level. Time-In-Grade provisions do not apply under the Excepted Service Examining Plan (ESEP).
You must meet all qualification requirements within 30 days of the closing date of the announcement.
