This position is located in Division of Operations-Management of the National Labor Relations Board. The purpose of this position is to support the work of the field offices by leading, managing, and implementing initiatives, policies, and projects of the General Counsel under the supervision of the Associate (to) General Counsel and Deputy Associate (to) General Counsel of Operations-Management as well as serve as the primary administrative manager for a variety of Agency functional programs.

Duties

This position is being advertised as both location negotiable after selection and with a duty station(s) of Washington, DC with the option of telework. If applying to "negotiable after selection", this means that your duty station will be based off your home address and you will be a full-time remote worker. If applying to a specific duty station, you may be allowed to telework a set number of day(s) per pay period, with supervisory approval. As a Labor Management Relations Examiner (Deputy to Assistant General Counsel), GS-0244-14/15, your typical work assignments may include: Revising priorities of assigned projects related to labor management related or agency initiatives based on changing conditions or directives from higher echelons and effects horizontally necessary coordination across other units or Agencies. Exercising responsibilities over the implementation of labor relations policies. Identifying and determining causes of any seemingly deficient operations and where possible, takes necessary steps for immediate correction or resolution of systemic problems or recommends basic policy and procedural changes for consideration by the appropriate authority. Responsible for developing plans, measures, aids for improving budgetary planning and for controlling performance and providing guidelines to the Regional offices to obtain their participation in program planning and staffing and keeping currently abreast of labor management developments and conditions through contacts with local and national representatives of both labor and management groups. Developing and/or reviewing case handling manuals to reflect changes in changes in the investigation and handling of unfair labor practices or representation matters and related law and policy.

MINIMUM QUALIFICATIONS SPECIALIZED EXPERIENCE at the GS-14 To qualify for this position, applicants must have one year of specialized experience equivalent to the GS-13 grade level that has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the GS-14, Labor Management Relations Examiner (Deputy to Assistant General Counsel), and that is typically related to the work of the position to be filled. Specialized experience includes: Experience with the National Labor Relations Board Act and similar statues to negotiate and prepare collective-bargaining agreements; and Experience presenting factual information both orally and in writing to internal and external stakeholders; and Experience working as part of a team involved in moderate-level investigative and analytical work related to labor law. Specialized experience includes: Experience providing authoritative advice on labor-management relations and collective bargaining matters or concerns, including whether a charge is meritorious; and Experience with the National Labor Relations Board Act, and similar statues, to handle or oversee complex investigations and make recommendations concerning charges related to unfair labor practice allegations and concerning petitions related to representation elections, including drafting decisions after a representation hearing; and Experience leading a team, or directly supervising employeesor serving as a mentor, involved in complex investigative and analytical work related to the field of labor law in order to effectively plan, direct, and coordinate operations.
