The primary purpose of this position is to to perform a wide variety of both procedural and substantive clerical work supporting one or more personnel programs, operations, functions, e.g., recruitment, induction, assignment, training, utilization, or separation and provide office automation support using multiple office automation software with varied functions to produce range of documents.
Duties
Independently processes all paperwork and standard actions necessary to process members for assignment, enlistment, reenlistment, promotion, awards, performance evaluation, routine boards, separation, or similar matters and performs a substantive review of records to determine eligibility for
actions.
Performs a variety of duties related to establishing and maintaining pay accounts and determining entitlement to pay and benefits that use different and unrelated processes, procedures, or methods.
Uses a variety of office automation hardware, software, and peripherals in the performance of personnel functions and maintains files.
Verifies eligibility, determines/authorizes entitlements, and makes adjustments to pay records based on standardized pay rules, regulations, laws, procedures, or operations governing each pay entitlement.
Reviews reports, forms, documentation, and other related information concerning members and constructs/maintains personnel records or portion pertinent to assigned area.

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Clerical and Administrative Support Positions
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-04, or equivalent in other pay systems. Examples of specialized experience includes skill in applying, a standardized body of personnel rules, regulations, procedures, and precedents relating to separation and retirement program and resolve complex procedural and substantive problems and performing human resources actions on automated personnel systems.

EDUCATION: Successfully completed four years of education above the high school level obtained in an accredited business, secretarial or technical school, junior college, college or university. NOTE: You must submit a copy of your transcripts.
OR
COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100 percent. To combine education and experience, determine the total qualifying experience as a percentage of the experience required for the grade level. Then determine the education as a percentage of the education required for the grade level. Finally, add the two percentages. The total percentage must equal at least 100 percent to qualify an applicant for that grade level. NOTE: YOU MUST SUBMIT A COPY OF YOUR TRANSCRIPT.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of a standardized body of personnel regulations and procedures relating to assignments, separations and retirements, reclassification, passports and of the format, content, and uses of the personnel record and the procedures and requirements regarding its maintenance.
2. Knowledge of general office administrative and clerical procedures to include typing skills (qualified typist not required).
3. Knowledge of the personnel automated system and various office automation software programs, tools, and techniques to support office operations and produce a variety of documents such as letters, reports, spreadsheets, databases, and graphs.
4. Ability to communicate effectively, orally and in writing, and maintain effective work relationships.
5. Skill in entering and retrieving data and correcting data errors in pay/personnel system(s).
6. Ability to communicate orally and in writing and to interact with others to explain complex actions taken in regard to a member's entitlements, allowances, or collections.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
