Serves as a Change Management Agent (CMA) in the Office of the Director. The incumbent plays a key role in managing the successful transition of the implementation plan into operational areas. The incumbent will lead change management activity across the business lines within the Regional Office (RO) and will focus on implementing changes to business processes, systems and technology and job roles.

The Management and Program Analyst position operates independently to support the Director's Office of the Boise VA Regional Office with an emphasis on change management strategies and information security techniques to communicate with internal and external audiences. The incumbent will:

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 02/04/2024. TIME-IN-GRADE REQUIREMENT: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements. For a GS-11 position you must have served 52 weeks at the GS-9 level. For a GS-12 position you must have served 52 weeks at the GS-11 level Note: If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate that you possess (1) year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates (1) year time-in-grade. General Adjustment and Award SF-50's cannot be used for time-in-grade verification purposes. You may qualify based on your experience and/or education as described below: Specialized Experience for GS-11: Applicants must have one year of specialized experience which has equipped them with the knowledge, skills, and abilities required to successfully perform the duties of the position. To be creditable, specialized experience must have been equivalent to at least the next lower grade level (GS-09). Specialized Experience is defined as participating in projects, achieving change, and interpreting VA rules and regulations. OR Education: Substitution of a Ph.D. or equivalent doctoral degree; or 3 full years of progressively higher-level graduate education leading to such a degree in Business, Management, Economics, Finance, or another degree with coursework that demonstrates the knowledge, skills, and abilities necessary to do this work of this position; or an LL.M., if related. OR Combination of Specialized Experience and Education: Only equivalent education beyond the first two years of graduate study may be used to combine with experience. To compute, divide your total months of qualifying experience by 12. Then divide your semester hours of graduate education beyond two years by 18. Add the two percentages. (The total percentage must equal at least 100 to qualify)Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Specialized Experience for GS-12: Applicants must have one year of specialized experience which has equipped them with the knowledge, skills, and abilities required to successfully perform the duties of the position. To be creditable, specialized experience must have been equivalent to at least the next lower grade level (GS-11). Specialized Experience is defined as experience leading or participating in projects charged with diagnosing problems within the organization and making determinations on what drives these issues; experience implementing plans and means to achieve change as well as providing training and education on new organization initiatives; or experience assessing the effectiveness of new processes through data analysis. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Education

There is no educational substitution at the GS-12 grade level.
