This position is located in the U.S. Department of Justice (DOJ), Office of Justice Programs (OJP), Office of Communications (OCOM), Congressional and Intergovernmental Affairs Division (CA/IA) Washington D.C. The mission of the OCOM is to handle OJP's congressional, legislative, and media-related activities to ensure effective communications with Congress, the news media, stakeholders and the public.
Duties
Develops and maintains relationships with internal and external stakeholders, in order to stay up to date on current activities of interest and potential impact to OJP. Looks for outreach and cooperation opportunities with new stakeholders.
Provides outreach to, and serve as a resource for stakeholder organizations, federal, state, tribal and local governments, Members of Congress, congressional committees and staff, for the purpose of fostering an understanding of OJP programs, policies, rules, and decisions.
Monitors, develops, and contributes to intergovernmental and Congressional affairs activities and plans supporting many agency program priorities.
Serves on intra-agency project teams to troubleshoot problem areas, devise solutions, and assist with implementation of updated procedures related to congressional and/or intergovernmental affairs.
Monitors and advises on the activities of Congress and Congressional committees regarding legislation, hearings, and/or activities.

Qualifications
For GS-11: Specialized Experience:
Applicants must have one (1) year of specialized experience equivalent to at least the GS-09 level. Specialized experience is experience which is in or related to the line of work of the position to be filled and which has equipped the applicant with the specific knowledge, skills, and abilities to successfully perform the duties of the position.
Examples of specialized experience include:
Assists in the communication of mission needs, resources and accomplishments using the knowledge of intergovernmental and congressional liaison principles, methods, practices, and techniques.
Assists in pinpointing challenges and/or remedies for issues affecting an organization's communication endeavors.
Participates in sharing agency's achievements, resources, and policies with state, local, and tribal government stakeholders using the knowledge of intergovernmental relations and communication strategies.
For GS-11: Substitution of Education for Experience:A Ph.D. or equivalent doctoral degree or three (3) full years of progressively higher-level graduate education leading to such a degree, or LL.M. if related.
For GS-11: Combination of Education and Experience: Equivalent combinations of successfully completed education and experience may be used to meet the experience requirements.
For GS-12: Specialized Experience:
Applicants must have one (1) year of specialized experience equivalent to at least the GS-11 level. Specialized experience is experience which is in or related to the line of work of the position to be filled and which has equipped the applicant with the specific knowledge, skills, and abilities to successfully perform the duties of the position.

Communicates mission needs, resources and accomplishments using the knowledge of intergovernmental and congressional liaison principles, methods, practices, and techniques.
Shares agency's achievements, resources, and policies with state, local, and tribal government stakeholders using the knowledge of intergovernmental relations and communication strategies.
Identifies problems and solutions to Congressional and intergovernmental issues impacting an agency's communications efforts.
Technical Qualifications:
Applicants who meet the basic entry and minimum qualification requirements, as described above, will be further evaluated on the following technical qualifications:
Knowledge of the executive/legislative decision-making process
Ability to represent top management to a variety of groups
Written Communication
Oral Communication
Ability to provide intergovernmental and/or congressional affairs program analysis, advice, and assistance
