Job opening: Program Management Specialist

Salary: $99 200 - 128 956 per year

This position is located in the Department of Labor (DOL), Office of the Assistant Secretary for Administration and Management (OASAM), Business Operations Center (BOC), Office of Administrative Services (OAS). The incumbent performs duties as the Senior Contract Officer Representative (COR) with oversight of all OAS contracts and is responsible for providing guidance, research and problem-solving. This position is inside the bargaining unit.

Duties

For GS-0301-12: Serves in a developmental capacity performing similar duties as those at the FPL (GS-13) under closer supervision. Plans, manages, coordinates and executes a comprehensive surveillance program to insure the various support services, deliverables and/or commodities furnished under contracts meet the needs of BOC/OSS and are performed/provided according to contract terms, conditions, and specifications. Reviews and interprets technical and administrative policy/program directives regarding contractual, procurement, and acquisition. Advises other CORs on technical and administrative documents, such as purchase descriptions and special contract requirements, and identification of contract type, sole source/brand name justification, and technical statements of work, independent government cost estimates (IGCE), and contract modifications. Prepares a variety of management, acquisition and planning documents, reports and briefing materials requiring coordination and interface within OAS and BOC. Provides guidance with regard to administrative contractual issues. Keeps division chiefs, deputies, headquarters senior leaders, and the contracting officer(s) informed of potentially controversial issues.

Qualifications

You must meet the Basic Requirements listed in the Specialized Experience to qualify for Program Management Specialist, as described below. For GS-12 : Applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level GS-11 in the Federal Service. Specialized Experience is the experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform the duties of the position successfully, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level. Qualifying specialized experience for GS-11 includes: Experience planning and executing a comprehensive surveillance program to ensure services, deliverables, and commodities furnished under contracts meet the needs of the agency; Knowledge of and experience in tracking Purchase Requests (PR) to ensure timely submission in meeting contract renewal deadlines in accordance with procedural guidance and established suspense requirements.
