About the Position: This position is a DOD Cyber Excepted Service (CES) personnel system position in the Excepted Service under 10 USC 1599f. Employees occupying CES positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the 7th Signal Command, 106th Signal Brigade - Fort Irwin, CA.

Duties

Ensures the Installation Campus Area Network (ICAN) is able to provide a wide range of services that are vital to the accomplishment of mission requirements. Responsible for providing Local Area Network (LAN)connectivity to a continuously growing network which currently serves over 3300 users in more than 200 buildings. Utilizes IT knowledge, skills, and abilities to develop, acquire, implement, and manage the life cycle of IT networks to satisfy operational requirements. Uses various network management or mapping software to identify potential bottlenecks or traffic problem areas. Serves as Data Network Administrator responsible for the integration, configuration and sustainment of the ICAN. Develops new directives or prepares modifications to existing directives establishing policies and procedures in the area of LAN/WAN systems development. Service delivery of voice (VoIP) and data networks to our customer base. Configure Cisco Unified Communications Manager (CUCM), Cisco Analog Voice Gateways, Cisco Voice Gateway Routers (TDM to IP), network switches and routers.

Requirements

• Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
• Three year trial/probationary period may be required.
• Must be able to obtain and maintain a Secret clearance.
• Position requires employee to be on-call and respond to emergency calls via government furnished cell phone or direct call to residence. On-call duty will be assigned on a rotating schedule.
• Position requires lifting of 20 pounds.

Specialized experience would be demonstrated by configuring switches and routers; familiar with Voice over IP (VoIP); monitoring network performance; and performing Layer-1 and Layer-2 diagnostics, troubleshooting, and mitigation of network related issues using a multitude of tools/techniques. The specialized experience must include, or be supplemented by, information technology related experience (paid or unpaid experience and/or completion of specific, intensive training, as appropriate) which demonstrates each of the four competencies, as defined: (1) Attention to Detail - Is thorough when performing work and conscientious about attending to detail. Examples of IT-related experience demonstrating this competency include: solving complex or sensitive problems by developing and proposing strategic alternatives; identifying possible conflicts and shared benefits; helping team anticipate problems and identifying and evaluating potential sources of information; providing feedback and coaching to others to help solve problems; engaging appropriate stakeholders when developing solutions in order to understand and incorporate multiple perspectives and needs; evaluating the effectiveness of decisions and adjusting future decisions as appropriate. OR Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree from an accredited or pre-accredited institution in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management; or, three full years of graduate education from an accredited or pre-accredited institution that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems, or networks.
