This position is located in the Chief Information Officer Organization (CIOO), Division of Information Technology, CIO Project Management Office (CPMO), Headquarters of the Federal Deposit Insurance Corporation and establishes and maintains the overall framework for project management practices.

Duties
Guides the product owner with the definition of the work (epics, features, user stories, etc.) and oversees advises/consults on the backlog of work for the agile program.
Advises teams when developing program and product line budgets and using best practices and tools to guide teams when making product and program funding requests.
Coaches teams in the development of various concepts to support business customer needs based on FDIC priorities, policy directions, management goals, and other critical issues; and coordinates communications regarding lessons learned, tips to accelerate delivery, stakeholder success stories, and opportunities to collaborate organizationally.
Develops contractual documentation to enable agile development; this can include developing procurement material to support the agile transformation. This can include being and product management; and serving as a technical monitor that develops and manages contracts and/or agreements between FDIC and contractors or consultants of contract(s) and monitoring contractor performance.
Defines and analyzes metrics to prepare reports and maintains records of work accomplishments and administrative information, as required, and coordinates the preparation, presentation and communication of work-related information.
Leads agile organization in the development of policies and practices that enhance FDIC’s ability to move from program/project management to product management; builds consensus among team members.
Qualifications
Qualifying experience may be obtained in the private or public sector. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g. Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic, religious spiritual; community; student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. To qualify, applicants must have completed at least one year of specialized experience equivalent to at least the CG/GS-13 grade level or above in the Federal service. Specialized experience is defined as experience applying agile principles, concepts, and techniques to provide guidance and training to teams and/or senior leadership; developing policies, processes and programs to promote delivery of quality IT products and services and develop and/or manage agile related contractual documentation.
