You will serve as a Community Planning and Liaison Officer (CPLO) within the Asset Management Branch in the Public Works Department (PWD) of NAV FACILITIES ENGINEERING COMMAND SE.

Duties

You will analyze new or proposed legislation or regulations to determine impact on program operation and/or management. You will deliver presentations to senior management to persuade audience towards recommended strategic an operational plan. You will act as a liaison between various departments to resolve matters pertaining to acquisition and material management. You will monitor business performance metrics and strategic plans to accomplish command's mission. You will prepare a final report of findings and recommendations to ensure compliance to property management regulations.

  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Applying land use planning and community liaison principles, concepts, and methodology to recommend and develop solutions for unique land use and encroachment problems in various fields (e.g. real estates, housing, engineering, legal concepts, noise attenuation, etc.); 2) Translating organizational requirements and objectives into strategic planning principles to create a long-term plan on community development; 3) Leading an encroachment team to accomplish actions necessary to implement Encroachment Action Plans (EAPs); 4) Evaluating local initiatives, land use plans, and/or local project plans to determine potential impact on organization. Education

A degree from an accredited college or university in one of the following (or related) areas is desirable: community or urban planning, urban affairs or public administration.
