The Equal Employment Manager is responsible for managing a total EEO and Diversity Program for the Charlie Norwood VA Medical Center. The EEO Manager directs a program that serves an activity with an employee population of about 2,800 including trades, crafts, laboring, clerical, administrative, technical, and scientific, occupations.
Duties
Major Duties include but are not limited to:
Responsible for developing policies and operating procedures which facilitate the effective accomplishment of the objectives of Charlie Norwood VA Medical Center's total EEO program which includes affirmative employment, workforce diversity, Federal Equal Opportunity Recruitment Program (FEORP), the Alternative Dispute Resolution (ADR) Program, Reasonable Accommodation (RA) (medical and religious) Program.
Plans and organizes a system to administer the Affirmative Employment Program (AEP) and the FEORP and evaluates progress toward achieving objectives.
Report results of trend analyses to the Medical Center Director with recommendations for action. Prepare AEP and FEORP plans and reports for submission to the Department, ensuring compliance of plans with VHA, VA, VISN and Equal Employment Opportunity Commission (EEOC) regulations and guidelines.
Directs, manages, supervises and/or provides EEO expertise for six (6) Special Emphasis Programs; the Federal Women's Program Manager, Hispanic American Program Manager, Individual with Disabilities Program Manager, African American Program Manager, and Asian American Program Manager, Native American Program Manager, as well as providing oversight to the Diversity Advisory Council.
Serves as technical advisor/representative for the agency in EEO complaints and grievances. Prepares case analysis in response to grievances Provides technically authoritative agency guidance in extremely complex and potentially far reaching discrimination complaints
Affirmative action and civil rights objectives in VHA worldwide operations; and (2) formulates EEO policy, programs and procedures for Department-wide, and potentially Government-wide, implementation. Serve as designated principal liaison for CNV AMC with high level officials both inside and outside VHA regarding EEO, affirmative action, and civil rights issues
Provides information and/or briefs high-ranking management and union officials on EEO programs. Ensures that information communicates agency policy and regulatory requirements
Supervisory duties also include the following:
Interviewing and selecting candidates for positions, promotion or reassignment; planning, scheduling, and assigning work establishing priorities counseling and advising employees on both work and administrative matters; hearing and resolving complaints from employees; identifying training and developmental needs of employees and arranging for training; developing, implementing, evaluating, and improving work processes and procedures to monitor the effectiveness and efficiency of the programs directed/managed
Developing and/or modifying performance standards for subordinate employees and evaluating work performance of staff members
Effects minor disciplinary measures (i.e., counseling, admonishments), and recommends other action (i.e., reprimands, suspensions, removal) in more serious cases

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 01/29/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: implementing plans for broad equal employment opportunity programs and practices; ensuring the equal opportunity program meets established requirements, regulations, and guidelines; making adjustments to EEO program requirements to enhance EEO program effectiveness, correct deficiencies and ensure compliance; providing managers and employees with information about the organization's EEO policies, procedures and guidelines; and assisting with the development of new local EEO policies, procedures and guidelines consistent with higher authority policy. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
Physical Requirements: The regular and recurring work of the position involves sitting at a desk, conferences, meetings, etc. and occasional visits to activity work sites. Occasional use of automobile and public conveyances may be required. Occasional travel may be required. No special physical exertion is required.
