The primary purpose is to provide technical and administrative support to the Augusta VA local EEO Office in developing programs having to do with equal employment opportunities for minorities, women, and provide reasonable accommodations to individuals/employees with disabilities at the Charlie Norwood VAMC (CNVAMC). One of the missions of the EEO Office is to provide oversight for reasonable accommodations and manage the disability program.

Duties

Assists the EEOO Program Manager with planning, developing, coordinating, implementing, investigating, evaluating, monitoring and required training for the Equal Employment Opportunity Program and related activities on a technical and administrative level at the VA Medical Center. Provides a wide range of administrative and technical support duties to ensure that all EEO Program activities are administered and implemented to the medical center leadership staff incumbents. Represents the EEO Manager in the local community, dealing with organizations and agencies concerned with equal employment opportunities and recruitment efforts for the protected EEO groups. Conducts periodic assessments of various EEO programs, reviews EEO policies and guidance, determines program effectiveness and recommends warranted changes to the EEO Manager; such projects that impact the operations of the medical center. Coordinates and conducts local investigations when patients or relatives file a claim under the External Discrimination Complaints Program. Applies expert knowledge of the principles, practices, laws, regulations, court decisions and methodology of the Federal EEOO Program and demonstrates skill in applying this knowledge in interpreting, explaining, and adapting body of law, rules and regulations and procedures to solve work assignments. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/02/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-9. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-9 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: knowledge of the main cause and effects of discriminatory practices against minorities, women, and individuals with disabilities. Develop affirmative action plans, resolve complaints and advise managers. Knowledge of the organizational structure, VA policies and Federal basic personnel system as it refers to general knowledge pertinent policies and practices. Knowledge of Federal equal employment opportunity principles, laws, regulations and policies, and relevant decisions to recognize and solve individual equal employment opportunity problems, and to make technical recommendations for decisions in complaint cases. Thorough understanding of the kinds of management actions and employment practices and conditions that constitute barriers to equal employment opportunity (such as improper supervisory practices) to develop staff recommendations to management. Oral communication and writing skills to make presentations, conduct training seminars, negotiate settlements, and write proposed decisions in complaint cases. Extensive knowledge and skill in information gathering techniques: and in the adaptation of analytical techniques and evaluation criteria to the measurement and improvement of program effectiveness and productivity in order to investigate perceived/real barriers to the provision of services and benefits and develops alternatives to resolve problems. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a Ph.D or equivalent doctoral degree - OR - 2 full years of progressively higher level graduate education leading to such a degree - OR - LL.B. or J.D., if related. (TRANSCRIPTS REQUIRED) OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education (equivalent to at least the GS-09 level or pay band in the Federal service) and education as described above which totals at least one year? Note: only graduate education is creditable toward meeting this requirement. You will be rated on the following Competencies for this position: CommunicationsDatabase Management SystemsLabor LawProject Management Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The work is somewhat sedentary. The incumbent often has to walk short distances within the facility on a daily basis due to meetings/conferences and coordination of training sessions. Planned liaison visits to outpatient clinics, local community agencies, training institutions and participation in career job fairs are other activities in which the incumbent has to utilize government or private vehicles. Frequent travel may be required.
