The incumbent serves as the Program Specialist to the Fargo VA Health Care System 's Chief, Health Administration Service (HAS).
Duties

The VA Midwest Health Care Network advocates for a Whole Health System of care in each of the Medical Centers. Duties include but are not limited to the following:
Incumbent must be proficient in the use of a personal computer and computer systems.
Provides full administration of all aspects associated with the frontline Revenue Accreditation of the organization
Develop, analyze, evaluate, advise and improve the effectiveness of work methods and procedures.
Assures all standards of regulatory and accrediting agencies are continuously met in full.
Incumbent completes and prepares reports, monitors, updates, and all necessary documentation local, VISN, and national requirements
Must have knowledge, flexibility, and experience to interface with individuals at all levels of the Medical Center, including clinical and administrative services.
Assists the Manager, Health Administration in furnishing support to Facility Leadership regarding Health Administration issues.
Participates with other staff in consulting with and advising Leadership on Health Administration functions, policies, programs, and shares in the responsibility for top management actions.
Responsible for supervising, rating, disciplinary and reward actions of employees under direct supervision.
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.

Qualifications
GS-9
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: apply analytical and evaluative techniques to the identification, consideration and resolution of issues or problems; utilize written and oral communication skills to respond to the needs of internal and external clients; utilize data and reports to determine past and current effectiveness of operations; supervise or train entry level administrative staff; populate or maintain an automated tracking system.
OR
Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed a master's or equivalent graduate degree, or 2 full years of progressively higher level graduate education leading to such a degree, or LL.B or J.D. if related, in a related field that demonstrates the knowledge, skills, and abilities necessary to do the work of this position. NOTE: Transcripts must be submitted with application. Education cannot be credited without documentation.

Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond bachelors degree.
GS-11
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: independently coordinate between departments of an organization to achieve greater shared objectives; utilize written and oral communication skills to respond to the needs of internal and external clients; deal with customers constructively and appropriately when conflict or problems arise; utilize data and reports to determine past and current effectiveness of operations; supervise or train entry level administrative staff; populate or maintain an automated tracking system.

Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed a Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher level graduate education leading to such a degree, or LL.M., if related, in a related field that demonstrates the knowledge, skills, and abilities necessary to do the work of this position. OR
Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond master's or equivalent graduate education may be used to qualify applicants for the GS-11 level. (Transcript Required).
