This position is aligned under the Associate Director for Patient Care Services (ADPCS) at the Fargo VA Health Care System (HCS) in Fargo, ND. The position manages all administrative programs and reporting systems essential for the function of Nursing, Supply Processing Services and Chaplaincy across the HCS continuum.

Duties

***THIS IS NOT A VIRTUAL POSITION, YOU MUST LIVE WITHIN OR BE WILLING TO RELOCATE WITHIN A COMMUTABLE DISTANCE OF THE DUTY LOCATION*** Duties include, but are not limited to, the following: Develops both long-range and short-range policies and plans by coordinating the medical administration needs; Develops improved processes and procedures to facilitate the continued growth and expansion of complimentary and integrative health services; Conducts or directs special studies to resolve administrative problems; Participates in and represents the ADPCS at a variety of top management meetings, council assignments, and work groups; Monitors data using statistical tracking systems; Participates in performance improvement programs to ensure the quality of medical care; Gathers and analyzes budget needs of services and supervises all phases of budgeting within administrative requirements; Analyzes staffing patterns and advises the ADPCS, ACNS and Service Chiefs in recruitment needs within the organization; Prepares logistical studies which are directed at determining the most effective utilization of space, staff, supplies and equipment, etc.; Develops performance standards and evaluates work performance of subordinates; Hears and resolves minor complaints; Interviews candidates for positions in the unit and recommends appointments, promotions, and reassignments to unit positions; Performs other duties as assigned Work Schedule: Monday-Friday; 8:00am-4:30pm Recruitment & Relocation Incentives: Not authorized Critical Skills Incentive (CSI): Not approved Financial Disclosure Report: Not Required

Qualifications

To qualify for this position at the GS-11 grade level, you must meet one of the following requirements: Experience: You must have one full year of specialized experience equivalent to the next lower grade level (GS-9) in Federal service that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. Specialized experience is providing advice, counsel, and instructions to subordinates on work and administrative matters within a healthcare facility; developing performance standards; providing strategic planning for the service; scheduling work, resolving complaints and grievances; and assessing the productivity, effectiveness, and efficiency of healthcare operations. NOTE: Experience must be fully documented on your resume and must include job title, duties, month and year start/end dates AND hours worked per week.. ~OR~ Education: To substitute education for experience, you must possess a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work. NOTE: Transcripts must be submitted with your application materials. Education cannot be credited without documentation. ~OR~ Combination: You must have equivalent combinations of successfully completed graduate level education (beyond the second year) and specialized experience that may be used to meet total experience requirements. You will receive credit for all qualifying experience, including volunteer experience. Physical Requirements: The work is mostly sedentary although some slight physical effort may be required. Work is typically performed in an adequately lighted and climate-controlled office setting.
