Serves as a Program Manager with responsibility for providing oversight and supervision of a significant number of professional Rehabilitation Counselors RC level and below and other VHA Voc Rehab Service staff, and for administratively planning and directing their work in accordance with the VHA Directive 1163.
Duties
The VHA Voc Rehab Program Manager provides discipline specific clinical supervision for vocational rehabilitation staff assigned throughout the VA medical facility. This position is the focal point for organizing, implementing, and evaluating employment and vocational rehabilitation services in the VA medical facility.
Manages and provides oversight for multiple program components and/or multiple locations. Synthesizes national handbooks and directives for development of local policies and procedures. Ensures proper coordination among a variety of professional rehabilitation counseling and management services.
Leads, coordinates, and manages all aspects of a clinical rehabilitation service delivery system within the organization assigned.
Identifies developmental and training needs to ensure organizational proficiency. Establishes labor mapping, adjusts workloads, and forecasts future work assignments and projects. Maintains effective labor and management relationships. Manages personnel in accordance with applicable laws, policies, directives, and labor and management agreements. Leads others, assesses employee strengths, opportunities for growth and qualifications to accomplish program goals, adapt work operations and guide staff.
Estimates budgetary needs based on history, anticipated workload, resource need, and the workload capacity of the VHA Voc Rehab Service and makes justified requests or proposals. Maintains accounting controls as an approving official, provides oversight of CWT Account expenditures and usage, CWT TW payroll, and fund control points VHA Voc Rehab. Approves and signs the Memorandums of Agreement for CWT TW. Exercises discretionary authority to approve the allocation and distribution of funds in the organization's budget.
Represents VHA Voc Rehab Service programs at meetings with the leadership, service level, non-federal groups, professional organizations and stakeholders regarding program activities and programs directed. Plans, coordinates, and provides professional leadership required to manage programs and is responsible to initiate integrated efforts to maximize efficiency, economy, and effectiveness of operations.
Monitors and evaluates program outcomes using a data driven quality assurance process to make decisions associated with program management and the development of productivity standards appropriate to the service provided.
Utilizes extensive knowledge of all legal guidelines governing the operation of CWT programs, their scope and their effect on clinical programming and service delivery.

Qualifications
Basic Requirements:
United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
Education: A master's degree in rehabilitation counseling or clinical rehabilitation counseling from a rehabilitation counseling program accredited by the Council for Accreditation of Counseling and Related Educational Programs (CACREP). If the applicant's degree was granted prior to July 1, 2017, the program must be accredited by the Council on Rehabilitation Education. OR A master's degree in counseling or clinical rehabilitation counseling from a college or university accredited by a national or regional accrediting body accredited by Council for Higher Education Accreditation (CHEA). OR A master's or doctoral degree in a related field of study with course content that emphasized rehabilitation, counseling, disability, therapy, health, employment, wellness, or human development from a college or university accredited by a national or regional accrediting body accredited by CHEA. OR Foreign graduates with a degree acceptable by the Commission on Rehabilitation Counselor Certification (CRCC).
Certification: Current, full and unrestricted certification as a certified rehabilitation counselor (CRC) from the CRCC to practice vocational rehabilitation counseling.
English Language Proficiency: Candidates must be proficient in spoken and written English to be appointed as authorized by 38 U.S.C. § 7403(f).
May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria).
Grade Determinations: Supervisory Rehab Counselor - CWT Program Manager GS-0101-13
Experience: In addition to the basic requirements, I have at least one year of progressively complex experience equivalent to the GS-12 grade level. The experience must demonstrate possession of advanced practice skills and judgment, demonstrating progressively more professional competency. Experience would include; Ability to administratively supervise other providers and conduct meetings. Ability to maintain a professional environment by following organizational policies, guidelines and safety standards. Ability to establish and clearly communicate guidelines and performance expectations for staff.
Assignment: For all assignments above the full performance level, the higher-level duties must consist of significant scope, administrative independence, complexity(difficulty) and range of variety as described in this standard at the specified grade level and be performed by the incumbent at least 25% of the time. Supervisory RC's typically supervise a significant number of professional staff at the SE/Mentor Trainer and RC (Coordinator) level and below as well as other equivalent clinical staff. Lead, coordinate and manage all aspects of a clinical rehabilitation service delivery system within an organization.

2. Knowledge of labor/management agreements and how to follow their provisions to effectively manage issues and concerns.
3. Knowledge of applicable accreditation bodies and their standards to ensure continuous compliance and successful maintenance of program accreditations.
4. Ability to use both qualitative and quantitative methods for the development and implementation of meaningful program evaluation tools, study of program trends and program improvement.
5. Knowledge of business administration practices such as managing payroll, accounting, budget planning, marketing, workforce development and customer service to successfully operate a rehabilitation program.
Preferred Experience:
Experience in managing interdisciplinary teams and diverse staff members to accomplish program goals and objectives.
Experience in delegating work, managing multiple deadlines, monitoring workload and establishing accountability standards.
Knowledge and experience with performance measures and accreditation standards such as CARF and Joint Commission.
Experience managing budgets and exercising discretionary authority in the allocation and distribution of funds in the organization's budget.
