About the Position: Serves as the Budget Analyst in the Resource Management Division, Presidio of Monterey, CA. Performs a wide range of budgetary, analytical and administrative duties relating to the budgetary programs, policies, and procedures for Presidio of Monterey.
Duties
At the GS-12 Level you will be able to perform the responsibilities below.
Prepare a variety of special budget exhibits, schedules, and reports regarding the Command's operating budget.
Analyze budgetary and financial data for consistency with financial plans, policies, fiscal constraints, and regulatory guidelines.
Exercise budget controls through review and approval of the obligation and expenditure of funds for management and administrative purposes, including payment of personnel salaries and expenses.
Provide advice and recommendations on matters such as the distribution of allotments and availability of budgetary funds for program purposes.
Recommends adjustments, such a redistribution of funds within the assigned budget accounts.
Responsible for all aspects of budget formulation, cost estimating, execution, and liquidation of funds for the commands most complex programs.
Provide technical guidance and assistance to other budget analyst and program managers tasked with preparation of internal operating budget tasks.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position has a Temporary Duty (TDY) or business travel requirement of 5% of the time.
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.
- This position requires the incumbent to obtain and maintain DoD Financial Management Level 2 Certification within 24 months of entry in this position.
- This position is "Mission Essential". In the event of severe weather conditions or other such emergency type situations (the incumbent is required to report to work or remain at work as scheduled to support mission operations.
- This is a Term appointment NTE 13 months.
- A one-year trial period is required.

GS-09 Specialized Experience: One year of specialized experience equivalent to the GS-07 grade level in the Federal service which includes (1) Basic finance budget training or competencies that provided knowledge of financial principles; and (2) Experience independently planning and carrying out successive steps and handling problems and deviations in work assignments in accordance with instructions, policies, previous training, or accepted practices; and (3) Executing transactions through an automated budget system such as the General Fund Enterprise Business System (GFEBS); and (4) Reviewing purchase requests against available funds.
This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07).

Education: Master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Business, Accounting, Finance, Mathematics, Economics, or Statistics.
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages.
Specialized Experience for GS-11 : One year of specialized experience equivalent to the GS-09 grade level in the Federal service which includes (1) Formulating budget estimates proving financial management advice; and (2) maintaining effective fund control policies, procedures and assistance to staff on department budgets, program budgets, allowances in financial systems; and (3) executing transactions through an automated budget system such as the General Fund Enterprise Business System (GFEBS); and (4) identifying short falls and trade-offs to recommend refunding distribution for a program.
This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).

Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Business, Accounting, Finance, Mathematics, Economics, or Statistics.
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
Specialized Experience for GS-12: To qualify based on your work experience, your resume must describe at least one year of experience which prepared you to do the work in this job. Specialized experience is defined as experience that is typically in or related to the work of the position to be filled such as: (1) Developing procedures/policies for the implementation of program budgets; (2) Analyzing budget submissions for accuracy; (3) Monitoring budget execution to ensure funds are allocated correctly; and (4) Utilizing established official accounting systems (e.g. (GFEBS) General Fund Enterprise Business System and Operational Data Store) for funding execution.
