Duties

At the Band III the incumbent will serve as an Assistant Director providing leadership, consultative services and solution development to data science projects and related components of the most complex mission team engagements. Duties of Band III staff involve, but are not limited to, the following: Leads execution of projects throughout the innovation lifecycle from ideation through deployment to develop next generation advanced analytics capabilities in support of current and future audits, investigations, business operations, and other oversight challenges relevant to GAO's mission. As necessary, the incumbent will work with experts outside GAO to determine leading practices for advanced analytics. Demonstrates mastery level understanding of diverse data science techniques-including Machine Learning (ML, both supervised and unsupervised), natural language processing (NLP), deep learning, robotics process automation (RPA), sentiment classification, topic modeling, dimension reduction, geospatial analyses, entity resolution, rules-based queries, graph-based modeling, immersive visualizations, and descriptive statistics, and other statistical/mathematical/analytical methods-and how ensembles of these techniques can be harmonized into cohesive, user-centric solutions. Demonstrates mastery level understanding of leading practices in model development, optimization, orchestration, deployment, and tuning. The incumbent will also lead assessment of disparate impacts, mitigation of model biases, and evaluation of relevant ethical contexts, as applicable. Demonstrates mastery level understanding of data quality considerations, including complex data processing, data quality assessment, data imputation, and data governance-encompassing metadata as well as engineered features. The incumbent will lead the development of forensically sound, auditable, flexible, repeatable, and scalable extract transform and load (ETL) routines on a variety of structure and unstructured data. Demonstrates mastery level understanding of cloud-based Infrastructure-as-a-Service (IaaS), Platform-as-a-Service (PaaS), and Software-as-a-Service (SaaS) capabilities. The incumbent will also direct implementations and configurations of tools and other resources within established information security boundaries. Facilitates change management across processes, methods, and team cultures to successfully integrate innovative analytical methods. The incumbent needs to demonstrate understanding of Generally Accepted Government Auditing Standards (GAGAS) and other relevant standards to advise GAO teams on best technical approaches to achieve quality results. Participates in forums, conference, seminars, and panels as expert speakers to articulate technical methodologies as well as oversight considerations. The incumbent may also be called to author or contribute contents for publication, review GAO products for supportable conclusions regarding sound data science methodological practices, and provide presentations to both internal GAO customers and external customers such as Congressional staff. Identifies key deficiencies in problem statements and/or proposed approaches or data access issues which are significant to the design, execution, and reporting out of advanced analytics pilots of the Innovation Lab. Supports GAO's Chief Data Scientist (CDS) in developing, defining, and driving GAO's strategy with regard to the exploration and deployment of advanced analytics techniques for improved or novel business outcomes. Supports CDS in operational management of the Innovation Lab, including resource allocation management, budget management, vendor relationship management, stakeholder management, and project management. Expands GAO's advanced analytics and computational capabilities through a rigorous process of problem definition, ideation, review, revision, and execution to determine the most promising solutions and approaches which, if successful, could profoundly change the business of audit, investigations, and program evaluation for the future GAO. Serves as a Designated Performance Manager (DPM) responsible for supervising, evaluating and documenting work performance of assigned staff. Identifies training and developmental needs and makes provisions for training as required by performance expectations. Coaches staff in skills development, oversees individual development activities, and provides opportunities to develop increased capabilities through a variety of projects and assignments. Hears and resolves employee complaints, recommends disciplinary measures such as warnings and reprimands, and recommends other action in more serious cases. Refers unresolved grievances or more serious complaints to higher-level management.

Qualifications

In addition to the education requirement, you must have one year (52 weeks) of experience equivalent to the next lower band level (PE-IIB, PA-II, PT-III, or MS-I) overseeing or leading projects under an agile development framework through each phase of the innovation lifecycle from ideation through deployment; and experience engaging with stakeholders to identify change management needs, and adapt to evolving requirements. Your experience must also demonstrate substantive knowledge of GAO's programs and activities, its mission, policies, objectives, management principles and processes; and the ability to manage staff, and independently analyze and evaluate the effectiveness of technical services and staff resources. Qualifications must be met by 5/5/2024 (effective date of promotions).

General Engineering Series, 0800 (includes 801)

A. Degree: Successful completion of a professional engineering degree. To be acceptable, the program must: (1) lead to a bachelor's degree (or higher) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position.

OR

B. Combination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following:

  1. Professional registration or licensure - Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration.   2. Written Test - Evidence of having successfully passed the Fundamentals of Engineering (FE) examination or any other written test required for professional registration by an engineering licensure board in the various States, the District of Columbia, Guam, and Puerto Rico.   3. Specified academic course - Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and in engineering that included the courses specified in the basic requirements under paragraph A (above). The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph A (above)
  4. Related curriculum - Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of bachelor's degree in engineering, provided the applicant has had at the least 1 year of a professional engineering acquired under professional engineering supervision and guidance. Ordinarily there should be either an established plan of extensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions.   • Degree -- that included 24 semester hours of mathematics and statistics, of which at least 12 semester hours were in mathematics and 6 semester hours were in statistics; OR
  • Combination of education and experience -- at least 24 semester hours of mathematics and statistics, including at least 12 hours in mathematics and 6 hours in statistics, as shown in Degree, plus appropriate experience or additional education.
