This position is located in the Interior Design section within the Facilities Management Service (FMS), at the VA Medical Center in Pittsburgh, PA. The Interior Designer creates appropriate environments for the VA Pittsburgh Healthcare System (VAPHS) and oversees procurement of furniture, modular walls, and interior design accessories.
Duties

Major duties and responsibilities include:
Designing patient friendly environments which are conducive to healing, aesthetically appealing, safe and code compliant.
Working with management officials, project engineers, contractors, etc. to plan, design, and develop space utilization, technical specifications, budgets.
Researching and preparing technical interior design specifications including fixtures for electrical, physical security, storage, infection control, food service, etc.
Documenting color schemes, finish materials, graphics, signage, etc., on drawings.
Incorporating regulatory guidelines such as The Joint Commission (TJC) standards, fire and safety regulations, Americans with Disabilities Act (ADA) standards, etc. into design plans.
Developing cost estimates, time lines, and relocation needs of patients and staff.
Maintaining VAPHS facilities as it relates to interior design through work orders entered by staff.
Serving as Contracting Officer Representative (COR) and ensures contract conformance to design specifications, budgets, and project scheduling.
Working with vendors to coordinate field measuring and furniture delivery, installation.
Approving invoices from vendors, coordinates payment with certifying officials, and manages budgets.
Work Schedule: Monday through Friday, 7:00am - 3:30pm.

Qualifications
SPECIALIZED EXPERIENCE: Applicants must possess one (1) year of specialized experience that equipped them with the particular knowledge, skills, and abilities to perform successfully the duties of this position, and that is typically in or related to the work of this position. To be creditable, this experience must have been equivalent to at least the GS-9 level in the Federal service. Specialized experience includes: Experience that required the performance of work concerned with the design and alteration of interior spaces to meet functional and aesthetic needs such as: identifying, researching, and creatively solving problems pertaining to the function and quality of the interior environment; performing services relative to interior spaces, including programming, design analysis, space planning and aesthetics, using specialized knowledge of interior construction, building systems and components, building codes, equipment, materials, and furnishings; preparing drawings and documents relative to the design of interior spaces in order to enhance and protect the health, safety, and welfare of the public; coordinating and integrating the mechanical, electrical, and structural engineering disciplines within the interior context; managing projects, developing cost estimates, evaluating bid proposals, reviewing construction documents, participating in on-site construction visits, conducting pre- and post-occupancy evaluations, developing standards for efficient space management, etc. Additionally, specialized experience serving as a consultant/advisor in the design of new projects is also required.

EDUCATION SUBSTITUTION: (Transcript Required) - Successful completion of a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related, with major study in interior design or other field that included or was supplemented by at least 30 semester hours in interior design, interior architecture, or interior environmental design; or passage of the National Council for Interior Design Qualification (NCIDQ) examination. This education must have been obtained in an accredited college or university.
