This position is organizationally located in the Interior Design section of the Facilities Management Service Line. Plans and implements a comprehensive Interior Design Program which includes providing complete, from concept to installation, interior design services for VA Pittsburgh Healthcare System (VAPHS). May be required to work at both VAPHS campuses (University Drive Campus and H.J. Heinz Campus).

Duties

The major duties of this position include but are not limited to: Designs patient friendly environments which are conducive to healing, aesthetically appealing, safe and code compliant. Works with management officials, project engineers, contractors, etc. to plan, design, and develop space utilization, technical specifications, budgets; Researches and prepares technical interior design specifications including fixtures for electrical, physical security, storage, infection control, food service, etc.; Documents color schemes, finish materials, graphics, signage, etc., on drawings; Incorporates regulatory guidelines such as The Joint Commission (TJC) standards, fire and safety regulations, Americans with Disabilities Act (ADA) standards, etc. into design plans; Develops cost estimates, time lines, and relocation needs of patients and staff; Maintains VAPHS facilities as it relates to interior design through work orders entered by staff; Serves as Contracting Officer Representative (COR) and ensures contract conformance to design specifications, budgets, and project scheduling; Works with vendors to coordinate field measuring and furniture delivery, installation; Approves invoices from vendors, coordinates payment with certifying officials, and manages budgets; Performs other related duties as assigned. Participates in planning and coordinating moves with move team, utility shutdowns, phases, and other requirements for construction projects. Active in executing activations of construction projects of all sizes and scopes with a variety of projects ranging from administrative areas to more complex clinical spaces. Advises and implements plan on adequacy and adaptability of a cohesive space including furniture layout, general size, fit and code compliance. Plans and implements a comprehensive Interior Design Program which includes providing complete, from concept to installation, interior design services for the organization to include satellite facilities. Performs and manages work related to the design of interior environments to promote employee productivity, health, and welfare, and/or the health and welfare of the public. To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 01/03/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. Examples of specialized experience would typically include, but are not limited to Experience that required the performance of work concerned with the design and alteration of interior spaces to meet functional and aesthetic needs such as: prepare all necessary scaled architectural floor plans, space layouts, reflected ceiling plans, finish plans, working drawings, specifications, detailed drawings for custom work and furniture fabrication; working with t Auto Cad drafting, specialty design software and application. Example: Auto Cad, Architecture, 3DS Max, Revit, AutoCAD MEP etc; providing accurate justification, quotes, market research, and other required documents for any items specified for an order or project; using scaled floor plans, and symbols used therein, for both interpreting and for producing accurate drawings/estimates: OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a PhD. or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related. OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond 2 full years of progressively higher level graduate education. Along with the Group Standard of specialized experience and/or Education requirement Occupational series for the Interior Designer series 1008 has Individual Occupational Requirement (IOR) that applicants must meet: Education Undergraduate and Graduate Education: Major study -- interior design or other field that included or was supplemented by at least 30 semester hours in interior design, interior architecture, or interior environmental design; or passage of the National Council for Interior Design Qualification (NCIDQ) examination. OR Specialized Experience Experience that required the performance of work concerned with the design and alteration of interior spaces to meet functional and aesthetic needs such as: Identifying, researching, and creatively solving problems pertaining to the function and quality of the interior environment. Performing services relative to interior spaces, including programming, design analysis, space planning and aesthetics, using specialized knowledge of interior construction, building systems and components, building codes, equipment, materials, and furnishings. Preparing drawings and documents relative to the design of interior spaces in order to enhance and protect the health, safety, and welfare of the public. Coordinating and integrating the mechanical, electrical, and structural engineering disciplines within the interior context.
