This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service. About the Position: Serves as a recognized technical authority in the specialty area and analysis and evaluation of related technologies, programs, and issues. This is a pay banded position. The NH-04 band encompasses grades 14 and 15 under the General Schedule (GS) system.

Duties

Provides critical thought and expert analysis that informs recommendations for senior leader decision making. Presents cost, schedule and performance risk associated with recommended courses of action and alternatives. Advises the ASA/ALT leadership in the oversight, management and execution of assigned programs. Monitors critical path activities for proactive management and shaping, and develops and recommends innovative approaches to manage, execute, and streamline programs and processes. Reviews, discusses and updates the Individual Development Plan (IDP) with the supervisor at counseling milestones

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration.
  • One year trial/probationary period may be required.
  • You will be required to provide proof of U.S. Citizenship.
  • This is an Army Acquisition, Logistics and Technology Workforce position. Selectee must meet position requirements for Program Management certification within 48 months as of entrance on duty.
  • Must be able to obtain/maintain a Top Secret/SCI clearance.
  • Incumbent is required to submit a Confidential Financial Disclosure Report, OGE-450, (5CFRPart 2634, Subpart I Confidential Financial Disclosure Reports) upon entering the position and annually.
  • Drug Test Required.

Qualifications

Who May Apply: US Citizens In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Additional information about transcripts is in this document. Specialized Experience: One year of specialized experience which includes: 1) Conducting analysis of technologies and program issues to improve program processes; 2) Providing oversight related to cost, schedule, performance, or risk in support of an acquisition program; and 3) Providing advice to senior level management. This typically includes work performed at the next lower grade/level (NH-03/GS-13) position in the federal service.
