About the Position: Crane Army Ammunition Activity (CAAA) mission statement: To receive, store, ship, produce, renovate and demilitarize conventional ammunition, missiles and related components to meet contingency requirements in support of the warfighter.

Duties

Responsible for developing new or sustaining current, software systems. Assesses the performance of existing systems against future mission requirements; determines the need for hardware/software upgrades or the initiation of new system developments. Identifies and determines the criticality of software/firmware and hardware problems associated with computer-driven instrumentation and data collection systems. Devises solutions to these problems serve as on development teams consisting of in-house and contractor personnel to correct problems, upgrade capabilities or create software to support customer requirements. Provides technical knowledge on the application of computer systems engineering methodologies to the design of computer-driven systems Applies professional knowledge of computer systems, including software architecture, memories, bus structures, and interfacing techniques, minicomputers, operating systems, programming languages, and database management systems. Represents the branch at meetings internal and external to the organization for the purpose of identifying requirements, obtaining funding, explaining technical capabilities, and researching new methods and techniques in computer engineering. Reviews Statements of Requirements, Statements of Work, and task orders to ascertain technical adequacy in the areas of software, firmware, and hardware prior to contracting actions. Provides input to timelines for phasing-in of new methodologies and techniques, new equipment, and software/firmware programs, for Director consideration.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • The position is Non-Critical Sensitive (2) requiring a Secret security clearance or the incumbent must be able to obtain and maintain a Secret clearance.
  • The duties of this position require temporary duty (TDY) travel of up to 25% of the time.
  • Back to Basics: This is an Army Acquisition, Logistics and Technology Workforce position. Selectee must meet position requirements for (ENGINEERING AND TECHNICAL MANAGEMENT- foundational certification) within 36 months as of entrance on duty.
  • Appointment to this position is subject to a one-year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315. While probationary the incumbent can be terminated with limited appeal rights.

Under the Defense Authorization Act, personnel management demonstration programs are operating in numerous Army activities and various other organizations supported by Army civilian personnel centers. Under the streamlined personnel operations for the demonstration projects, the familiar 15 General Schedule grade structure is replaced with broad pay bands that typically encompass a range of grades. For example, acquisition jobs in level NH-III of broad banding encompass the traditional GS-12 through GS-13 grades. Other initiatives under the demonstration projects include simplified job classification, streamlined hiring processes, and expanded developmental opportunities.
