The Chief of Education has direct line authority, responsibility, and accountability for the education administration and operations as assigned and/or delegated by the Associate Chief of Staff/Education. With the ACOS/Education, the Chief of Education participates in the management of academic affiliations and Health Professional Trainees (HPTs) as appropriate.

Duties

The Chief of Education has primary responsibility for planning, developing, implementing, and evaluating the overall Education/Workforce Development Program across VATVCBHCS and functions as the Designated Learning Officer (DLO). The Chief of Education directs educational activities in the development and achievement of organizational goals. Responsibilities include strategic management and planning for education and development for all staff, organizational and cultural transformation, workforce and succession planning, and oversight and accountability for the following: interdisciplinary clinical education; interdisciplinary clinical simulation program, Resuscitation Education and Innovation (REdI) Programs (ACLS/BLS/RQI); RN Transition to Practice Program; Scholarship Programs (EISP,NNEI, VANEEP, Dollars for Scholars); accreditation program for interdisciplinary continuing education (Field Accreditation Services (FAS) through EES);Mentoring program; career and leadership development programs; New Employee Orientation (NEO); VA Talent Management System (TMS); Veteran Health Education and Information (VHEI) Program; Health Promotion and Disease Prevention (HPDP) Program; Patient Aligned Care Team (PACT) Training; All Employee Survey (AES). The Chief of Education serves as the expert in employee training and development, adult learning principles, and education design criteria. The Chief of Education utilizes needs assessment findings to formulate education programming, collaborates to determine education priorities, and delivers education to support identified needs. The Chief of Education guides the development of educational programs for clinical and non-clinical staff, considering the cognitive, emotional, and chronological maturation of the young adult through geriatric client, utilizing evidence-based practice, research, and technology. The Chief of Education contributes to the development of policies and procedures and serves as the contact for VISN and national education committees and groups. The Chief of Education exhibits leadership, characterized by continuous responsibility and accountability for population groups and integrated programs which cross service lines and disciplines. The Chief of Education-DLO conducts self in a manner that demonstrates accountability and adherence to standards of professional practice, consistent with the Nurse Practice Act, Code for Nurses, VHA Regulations, and outside accrediting bodies, in accordance with established policies and procedures, within scope and demonstrated competency. The Chief of Education-DLO reports to the ACOS for Education and supervises a staff consisting of clinical and non-clinical employees. Encourages the continued development and training of subordinate staff. Qualifications

Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met. Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. English Language Proficiency. In accordance with 38 U.S.C. 7402(d), no person shall serve in direct patient care positions unless they are proficient in basic written and spoken English. Graduate of a school of professional nursing approved by one of the following accrediting bodies at the time the program was completed by the applicant: The Accreditation Commission for Education in Nursing (ACEN) or The Commission on Collegiate Nursing Education (CCNE). The approving official may authorize a waiver of the requirement for ACEN or CCNE accreditation of any degree in nursing provided the college or university has regional accreditation from an accrediting body recognized by the Department of Education at the time of the candidate's graduation and the composite qualifications of the applicant warrant such consideration. In cases of graduates of foreign schools of professional nursing, possession of current, full, active and unrestricted registration will meet the requirement of graduation from an approved school of professional nursing. OR The completion of coursework equivalent to a nursing degree in a MSN Bridge Program that qualifies for professional nursing registration constitutes the completion of an approved course of study of professional nursing. Students should submit the certificate of professional nursing to sit for the NCLEX to the VA along with a copy of the MSN transcript. (Reference VA Handbook 5005, Appendix G6) OR In cases of graduates of foreign schools of professional nursing, possession of a current, full, active and unrestricted registration will meet the requirement for graduation from an approved school of professional nursing. Current, full, active, and unrestricted registration as a graduate professional nurse in a State, Territory or Commonwealth (i.e., Puerto Rico) of the United States, or the District of Columbia. Preferred Experience: 2-3 years of program management and development 2-3 years in developing educational programs 2-3 years in managing LEAN Six Sigma programs Recent experience in supervising staff in multiple geographic areas 1-3 years of developing and implementing facility wide educational programs and across multiple clinical and non- clinical disciplines Grade Determinations: The following criteria must be met in determining the grade assignment of candidates, and if appropriate, the level within a grade: Nurse I Level I - An Associate Degree (ADN) or Diploma in Nursing, with no additional nursing practice/experience required. Nurse I Level II - An ADN or Diploma in Nursing and approximately 1 year of nursing practice/experience; OR an ADN or Diploma in Nursing and a bachelor's degree in a related field with no additional nursing practice/experience; OR a Bachelor's of Science in Nursing (BSN) with no additional nursing practice/experience. Nurse I Level III - An ADN or Diploma in Nursing and approximately 2-3 years of nursing practice/experience; OR an ADN or Diploma in Nursing and a Bachelor's degree in a related field and approximately 1-2 years of nursing practice/experience; OR a BSN with approximately 1-2 years of nursing practice/experience; OR a Master's degree in nursing (MSN) or related field with a BSN and no additional nursing practice/experience. Nurse II - A BSN with approximately 2-3 years of nursing practice/experience; OR ADN or Diploma in Nursing and a Bachelor's degree in a related field and approximately 2-3 years of nursing practice/experience; OR a Master's degree in nursing or related field with a BSN and approximately 1-2 years of nursing practice/experience; OR a Doctoral degree in nursing or meets basic requirements for appointment and has doctoral degree in a related field with no additional nursing practice/experience required. Nurse III - Master's degree in nursing or related field with BSN and approximately 2-3 years of nursing practice/experience; OR a Doctoral degree and approximately 2-3 years of nursing practice/experience. Note regarding MSN degrees: If your MSN was obtained via a Bridge Program that qualifies for professional nursing registration, a BSN is not required. Reference: VA Regulations, specifically VA Handbook 5005, Part II, Appendix G-6 Nurse Qualification Standard. This can be found in the local Human Resources Office. Physical Requirements: Lifting up to 35·pounds for 8-12 hours, intermittently, moderate carrying (15-35 pounds) for 8 to 12 hours, intermittently, lifting over 35 pounds with assistive devices in accordance with the Safe Patient Handling Policy except in emergent situations requiring prompt patient care, pulling for 8 to 12 hours intermittently, pushing for 8-12 hours, intermittently, reaching above the shoulders for 8-12 hours, intermittently, both hands required, walking 8-12 hours, intermittently, standing 8-12 hours intermittently, kneeling 8 to 12 hours, intermittently, repeated bending for 8-12 hours, intermittently, climbing and use of both legs and arms for 8-12 hours, intermittently, both legs required, near vision at 13 to 16" Jaeger 1 to 4, far vision correctable in one eye to 20/20 and to 20/40 in the other eye, ability to distinguish basic colors, hearing aid permitted, twisting, simple grasp and fine manipulation.

Education

The Associate Degree Nursing (ADN), Bachelor of Science degree in Nursing (BSN), or Master of Science degree in Nursing (MSN) must be fully accredited by the Accreditation Commission for Education in Nursing (ACEN) or the Commission On Collegiate Nursing Education (CCNE).
