About the Position: Serves as Human Resources Program Manager with responsibility for management, oversight and integration of a variety of programs designed to support the well-being and personal development of the Soldiers, Civilian employees, Family members and others who comprise the installation/garrison community.
Duties
Serves as Human Resources Program Manager with responsibility for management, oversight and integration of a variety of programs.
Advises on implementation of policies and programs to the Garrison Commander (GC), Garrison Manager (GM), Deputy to the Garrison Commander (DGC), and Deputy Garrison Manager (DGM).
Responsible for the final review and recommendation on the Financial Program and Budget Plan for assigned programs.
Provides expert advice on policy, directives and guidelines on a full range of matters pertinent to assigned functions.
Provides supervisory personnel management responsibilities through subordinate supervisors and leads.
Provides technical and administrative supervision of administrative, professional, and technical personnel engaged in directorate operations.
Promotes acceptance and adherence to such programs as equal employment opportunity, employment of the handicapped and other similar special emphasis programs.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.
- This position has been designated Key. Position designated as key may not be vacated during a national emergency or mobilization without seriously impairing the capability of the agency or office to function effectively
- This position has a Temporary Duty (TDY) or business travel requirement of 25% of the time.
- A one year probation to assess your ability to perform supervisory duties is required unless previously completed.

Specialized Experience: One year specialized experience which includes: 1) managing high level programs focusing on program accomplishment and coordination within the organization; 2) compiling, initiating, and directing courses of action to resolve high level program challenges; 3) draft and brief after action reports assessing program timeliness, efficiency, and effectiveness; and 4) strategic planning future operations within a military department. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13).
