The primary purpose of this position is: To serve as senior Air Force Integrated Personnel and Pay System Program Manager, to provide planning, directing, organizing, and exercising control over one or more major multi-year initiatives that must be carried out through multiple related AFIPPS projects in support of a wide range of AFIPPS lifecycle management capabilities.
Duties
Plans, organizes, and directs the activities of the Air Force Integrated Personnel and Pay Field Management Office, ensuring that the program complies with legal, regulatory requirements, and meets the needs of the Department of Defense and Air Force.
Exercises supervisory personnel management responsibilities.
Serves as a Program Manager and senior program AFIPPS Specialist.
As AFIPPS advisor, serves as the focal point for planning, management, and coordination of the AFIPPS lifecycle of assigned AFIPPS projects.
Represents assigned programs and the organization with a variety of Department of Defense, Air Staff, Reserve Command, Air National Guard, Major Command level, installation level, other program management offices, the private sector, and functional area organizations as they relate to AFIPPS systems.

- The employee is expected to meet Continuing Acquisition Education requirement.
- This position may include cybersecurity/information assurance (IA) work as an additional duty. For any embedded information assurance duties, personnel must obtain and retain the appropriate certification IAW DoD 8570.01-M.
- This is a TERM position, NTE 5 years.
- A one (1) year supervisory probationary period is required if applicant selected has not previously met this requirement.

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-13, or equivalent in other pay systems. Examples of specialized experience includes: Providing management advisory services to program managers and congressional staffers on significant issues such as establishing criteria, formulating projects, assessing program effectiveness, or researching or analyzing a variety of unusual conditions, problems, or questions; Application of AFIPPS principles, concepts, methods, standards and practices sufficient to accomplish assignments such as developing and interpreting policies, procedures, and strategies governing the planning and delivery of services throughout the Department of Defense, Department of Treasury, Air Force, and agency; Developing plans and schedules, estimating resource requirements, defining milestones and deliverables, monitoring activities, and evaluating and reporting on accomplishments.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge of AFIPPS principles, concepts, methods, standards and practices sufficient to accomplish assignments such as developing and interpreting policies, procedures, and strategies governing the planning and delivery of services throughout the Department of Defense, Department of Treasury, Air Force, and agency; providing expert technical advice, guidance, and recommendations to management and other technical specialists on critical AFIPPS issues; applying new developments to previously unsolvable problems; and making decisions or recommendations that significantly influence important Department of Defense, Air Force, and agency AFIPPS policies or programs.
Knowledge of interrelationships of multiple AFIPPS disciplines and specialties, the AFIPPS enterprise architectures of the Department of Defense, Air Force, and agency, and new AFIPPS developments and applications to include business requirements of customer organizations; systems development principles and approaches; information systems security principles and concepts; applications software design concepts and methods; network management methods; customer support principles, methods, and practices; and project management methods.
Knowledge of program management principles, methods, and practices including developing plans and schedules, estimating resource requirements, defining milestones and deliverables, monitoring activities, and evaluating and reporting on accomplishments.
Knowledge of Air Force and Department of Defense program goals and objectives, organizational structures and the relationship of various DoD and Air Staff entities involved in overall planning; sequence and timing of key operational events; milestones; execution of military operations and evaluations; the PPBS support process; and methods of evaluating the effectiveness of planning actions related to actual events to provide Air Staff level staff guidance and/or conduct studies.
Knowledge of personnel management, EEO, and safety and security regulations, practices, and procedures and skill in applying emerging technologies and their applications to business processes and AFIPPS security concepts, standards, and methods.
Ability to analyze, plan, organize, and direct the functions and work operations or one or more organizational segments; and direct mentor, motivate, and appraise the program management office staff to meet program requirements and objectives within available resources.
Ability to communicate, both orally and in writing, clearly, concisely, and with technical accuracy to a wide range of audiences at various levels throughout the Air Force, Department of Defense, Department of Treasury, other Federal agencies, Congress, contractors, and private industry.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
