Duties

This position is located within the Department of the Interior, Bureau of Safety and Environmental Enforcement, Gulf of Mexico Outer Continental Shelf (OCS) Region, Office of the Regional Director/Deputy Regional Director for Production and Development, Regional Field Operations, Pipeline Section, in Jefferson, LA. At the full performance level (GS-13) the major duties of this position include, but are not limited to the following: 1. Conducts the in-depth technical review and evaluation of all types of pipeline permit applications submitted to the Pipeline Section for the Gulf of Mexico, including those to install, modify, and decommission pipelines, in order to ensure safety, environmental protection, and conservation of resources. 2. Assists Section Chief in developing project funding justification, project objectives and requirements, technical statements of work, evaluation of technical third-party research and testing proposals, and analysis of research project reports of a highly technical and specialized nature. 3. Initiates and directs program reviews involving complex or specialized petroleum engineering problems directly related to Outer Continental Shelf (OCS) and Deepwater oil and gas transmission operations. 4. Conducts offshore field inspections of OCS and Deepwater pipelines, including the associated equipment and facilities, and pipeline laying operations to determine compliance of such operations with applicable regulations, approved applications, and conditions of approval or to obtain information necessary for the proper evaluation of a permit application, report or incident. 5. Leads and/or serves on accident investigation panels to determine the cause of OCS pipeline failures and make recommendations to minimize the possibility of the occurrence of a similar accident. BSEE has determined that the duties of this position are suitable for telework and the selectee may be allowed to telework with supervisor approval. This position is included in a bargaining unit. The American Federation of Government Employees (AFGE), (BUS 2802), is the exclusive representative of all employees in this bargaining unit. Work Environment: The work is performed in a typical office setting. There is some travel by government vehicles, chartered helicopters, planes, and boat transportation to offshore locations, and exposure to offshore platform environments. NOTE: After-hours and weekend work may be required. Salary Information GS-13: $119,502 - $155,357 per annum. First time hires to the Federal government normally start at the lower salary range of the grade level. This vacancy may be used to fill additional positions as vacancies become available. This vacancy is also announced as BSEE-EENN-24-CM-104(DEU) for those applicants who wish to apply and be considered under Competitive Examining procedures.

Minimum Qualification Requirements: To qualify for this position you must meet the (1) Basic Educational Requirements AND (2) Specialized Experience for the series/grade to which you are applying. Petroleum Engineering Series, 0881: Individual Occupational Requirements (1) Basic Educational Requirements: To be eligible for this position, you must meet either A or B below for the series to which you are applying. A. Degree: Engineering. To be acceptable, the program must: (1) lead to a bachelor's degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. -OR- B. Combination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. GS-13 Specialized Experience: To qualify for the GS-13, you must possess at least one full year of specialized experience equivalent to at least the GS-12 grade level in the Federal service, or comparable experience not gained through Federal service and that is typically in or related to the work of the position to be filled. Specialized experience is defined as demonstrated experience: Planning, evaluating, and/or analyzing shallow water or deep water oil and gas pipeline projects; AND Evaluating and/or analyzing the design of oil and gas pipeline systems.
