About the Position: This position serves as a Contract Specialist for the US Army Medical Command, Healthcare Activity, Medical Readiness Contracting Office-West.
Duties
Provide a variety of regional medical contracting actions.
Perform pre-award functions on the specialized area of healthcare contracting.
Perform Pre-award and post award contract functions for procurements involving complex contracts for the organization.
Create request for proposals and conduct technical evaluations on actions involving equipment and services.
Analyze cost and pricing data elements to determine price reasonableness for acquisitions with limited data available within the organization
Initiate interactions with customers to understand customer expectations while satisfying organizational compliance.
Analyzes cost and pricing data elements to determine price reasonableness for major acquisitions with limited precedent data available.
Resolve complex problems which may require deviations from accepted organizational policies or instructions.
Implement contracting solutions to complex problems across multiple areas and disciplines to avoid adverse issues to the organization.
Apply innovative approaches to resolve difficult issues avoiding significant impact on contractor operations within the region.
Develop techniques to new situations to improve program and policy in contracting for organizational continuity.
Negotiate with potential contractors to consider cost and benefits to choose the most appropriate contract for the organization.
Evaluate cost and pricing data elements to determine price reasonableness for services contract
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position has a Temporary Duty (TDY) or business travel requirement of 10% of the time.
- This is a Defense Acquisition Workforce (AWF) position. The employee must meet the DoDI 5000.66 requirements applicable to the Career Category/Functional Area and the Career Level Certification.
- Foundational Career Level Certification or Contracting Professional Certification must be met within 3 years.
- Practitioner Career Level Certification must be met within 5 years.
- Requires completion of Defense Acquisition Workforce Improvement Act (DAWIA) Level III Certification within 2 years of employment.
- This position requires pre-employment financial disclosure and annually thereafter in accordance with DoD Directive 5500-7-R.

Basic Requirement for Procurement Analyst: Degree:
Bachelor's degree (or higher degree) from an accredited educational institution authorized to grant baccalaureate degrees.
OR
Exemption: You are exempt from the education requirements above if (A) you are a current civilian employee in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000;
OR
(B) you are a current military member who occupied a similar occupational specialty to the GS (or equivalent)-1102 on or before September 30, 2000.In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
Specialized Experience: One year of specialized experience equivalent to the NH-02 in the federal service which includes work that involves, pre-award functions, Contracting Officer; experience with analyzing, evaluating and cost and pricing data elements, experience negotiating, analyzing problems, and conducting research, as well as, making appropriate recommendations that cover different contract types, such as contracts for procurement of health care providers, medical equipment and supplies, facility maintenance and environmental services contracts.
