Topeka VAMC is seeking to hire a Registered Nurse to serve as Supervisory Nurse Officer of the Day (NOD).

Duties

Duties to include but not limited to the following: Effectively utilizes the nursing process to facilitate the effective movement of patients. Ensuring effective management of routine patient movement using Bed Management System (BMS)/ Emergency Department Integration Software (EDIS) for normal transfers and admission. Ensuring competency and readiness to manage patient movement during emergency and disaster scenarios including full scale medical facility evacuations using BMS and its emergency management features during emergency and disaster scenarios including full-scale medical facility evacuations using BMS and its emergency management features: Evacuation Roster, Patient Regulation (e.g., transportation planning), and Transport Manifest Report. Responsible for real time updates to BMS- BMS Report monitoring. Applies a collaborative team approach in identifying, analyzing, and resolving patient flow issues. Promoting continuity of care though collaboration with patients, families, and healthcare teams. Participates in interdisciplinary team rounds/huddles and discharge planning to ensure timely and efficient patient movement with anticipated discharges. Assesses patient flow and patient care needs capacity, availability, acuity skill level of personnel working in collaboration with Nurse Mangers in assigning responsibilities to meet needs that may impede patient care. Demonstrates positive, effective communication skills and professional behavior to promote cooperation and teamwork to enhance patient flow and patient care. Exhibits leadership ability in working with the Physicians, charge nurses and the Nurse Managers to initiate patient movement to enhance the care of patients including admission/discharge flow processes. Identifies the recommended level of care and services. Provides information that assists with decision-making related to patient care management, avoidable bed days of care and discharge coordination processes. Identifies delays in treatment and services. Conducts acute inpatient care reviews (admission, hospice, observation and continued stay) and notifying healthcare team and managers when discrepancies identified. Ensuring staffing levels, skill mix, and assignments of nursing personnel are consistent with the Staffing Methodology for VHA Nursing Personnel directive and the facility strategic plan. Possess the knowledge of target nursing hours per patient day (NHPPD) on all units, managing and completing the NOD 4-hour Staffing Methodology Grid and communicate to the Clinical Nurse Managers when target ranges are not being met. The NOD is responsible for archiving the 4-hour grid. Participates as a member of the Staffing Methodology Facility Expert Panel. Actively involved in updated, creating, and supporting policy changes and actions that improve throughput and the quality of patient care. Assist in the education of staff and acts as a resource person throughout the Medical Facility. Actively participates in VA EKHCS continuous improvement activities. Conducts rounds on all 24/7 nursing departments regarding the needs of patients, their status in respective treatment regimens, staff productivity and environmental needs. Takes appropriate action as necessary. Conducts leadership rounding and submits monthly reports to supervisor and managers. Works with the AOD, the Emergency Room, Admissions, Utilization Review, and the Acute Care charge nurses to optimize bed placement within the Acute Care area. Coordinates with the Medical Director, Emergency Department, and the Chief of Staff, for purposes of placing the Hospital on Critical Care, Intensive Care, and total Hospital diversion, as appropriate for patient safety. Attends Nursing operations huddles and provides a 24-hour summary of activity in Acute Care and emergency services, notifying the ACNS of issues requiring attention or Directors' notification. Other assignments and responsibilities as assigned. Qualifications

Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. English Language Proficiency. In accordance with 38 U.S.C. 7402(d), no person shall serve in direct patient care positions unless they are proficient in basic written and spoken English. Graduate of a school of professional nursing approved by one of the following accrediting bodies at the time the program was completed by the applicant: The Accreditation Commission for Education in Nursing (ACEN) or The Commission on Collegiate Nursing Education (CCNE). The approving official may authorize a waiver of the requirement for ACEN or CCNE accreditation of any degree in nursing provided the college or university has regional accreditation from an accrediting body recognized by the Department of Education at the time of the candidate's graduation and the composite qualifications of the applicant warrant such consideration. In cases of graduates of foreign schools of professional nursing, possession of current, full, active and unrestricted registration will meet the requirement of graduation from an approved school of professional nursing. OR The completion of coursework equivalent to a nursing degree in a MSN Bridge Program that qualifies for professional nursing registration constitutes the completion of an approved course of study of professional nursing. Students should submit the certificate of professional nursing to sit for the NCLEX to the VA along with a copy of the MSN transcript. (Reference VA Handbook 5005, Appendix G6) OR In cases of graduates of foreign schools of professional nursing, possession of a current, full, active and unrestricted registration will meet the requirement for graduation from an approved school of professional nursing. Current, full, active, and unrestricted registration as a graduate professional nurse in a State, Territory or Commonwealth (i.e., Puerto Rico) of the United States, or the District of Columbia. Preferred Experience: 2-3 years of nursing experience with previous leadership/management experience. MSN preferred, relevant specialty and/or ANCC Board Certifications highly preferred. Grade Determinations: The following criteria must be met in determining the grade assignment of candidates, and if appropriate, the level within a grade: Nurse I Level I - An Associate Degree (ADN) or Diploma in Nursing, with no additional nursing practice/experience required. Nurse I Level II - An ADN or Diploma in Nursing and approximately 1 year of nursing practice/experience; OR an ADN or Diploma in Nursing and a bachelor's degree in a related field with no additional nursing practice/experience; OR a Bachelor's of Science in Nursing (BSN) with no additional nursing practice/experience. Nurse I Level III - An ADN or Diploma in Nursing and approximately 2-3 years of nursing practice/experience; OR an ADN or Diploma in Nursing and a Bachelor's degree in a related field and approximately 1-2 years of nursing practice/experience; OR a BSN with approximately 1-2 years of nursing practice/experience; OR a Master's degree in nursing (MSN) or related field with a BSN and no additional nursing practice/experience. Nurse II - A BSN with approximately 2-3 years of nursing practice/experience; OR ADN or Diploma in Nursing and a Bachelor's degree in a related field and approximately 2-3 years of nursing practice/experience; OR a Master's degree in nursing or related field with a BSN and approximately 1-2 years of nursing practice/experience; OR a Doctoral degree in nursing or meets basic requirements for appointment and has doctoral degree in a related field with no additional nursing practice/experience required. Nurse III - Master's degree in nursing or related field with BSN and approximately 2-3 years of nursing practice/experience; OR a Doctoral degree and approximately 2-3 years of nursing practice/experience. Note regarding MSN degrees: If your MSN was obtained via a Bridge Program that qualifies for professional nursing registration, a BSN is not required. Physical Requirements: RNs require visual acuity, keen hearing, clear distinctive speech and manual dexterity. This position requires potentially long clear distinctive speech and manual dexterity. This position requires potentially long periods of continued walking, standing, stooping, sitting, bending, pulling, pushing, and lifting of at least 50 pounds. Transferring Veterans and objects may be required. Staff may be required to don protective equipment in isolation situations or operative/invasive procedures. They may also be exposed to Veterans who are combative, secondary to delirium, dementia or psychiatric disorders.
