Duties
Administers, coordinates, and verifies design work and projects performed by Architect and Engineering (A and E) firms, characterized by large funding costs and long duration times.

Represents the Construction and Facilities Management Office at meetings and conferences with other Army National Guard representatives as well as National Guard Bureau, state, and other government agencies.
Provides guidance on the development of building environmental, energy, security, and communication systems both for programmed new construction and for retrofit of existing buildings.
Provides guidance and input to the Improvement Program for ARNG Armories.
Coordinates with military, Federal, state and local government agencies on matters concerning fire prevention, protection and suppression.
Administers, plans, coordinates, and directs the activities of subordinate personnel.
Performs other duties as assigned.
Requirements

- This is an excepted service position that requires membership in a compatible military assignment in the National Guard.

- This position is INDEFINITE NTE 24 months, with possible extension up to 60 months.

- This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968.
- Irregular and/or overtime (compensatory) hours may be required to support operational requirements or contingencies or may be required to work hours outside of the normal duty day.
Qualifications
MILITARY GRADES: CW2 through CW4 or O2 through O3
COMPATIBLE MILITARY ASSIGNMENTS: 120A, 12A
The policy to have a compatible MOS/AFSC has been suspended. When reinstated, you will have one year to meet the qualifications of this position or meet the requirements in the guidance set by NGB.
GENERAL EXPERIENCE: Experience, education, or training which has provided the applicant with a knowledge of equipment maintenance work, or skill in reading engineering drawings and specifications, using test instruments, making computations, and keeping records. Experience using computer and automation systems.
SPECIALIZED EXPERIENCE: Must have at least 36 months experience in in applying principles, concepts, and methods of equipment, facility, or service operations sufficient in planning assignments. Experience using well-established occupational methods and techniques to determine facility, grounds, equipment overhaul, maintenance, restoration, repair needs, etc. Experience in determination of resource needs, allocation of resources, and budgeting/funding needs. Experience in human resources management policy matters affecting the entire organization, with personnel actions affecting key employees to include experience coordinating work forces and resources and negotiating with management or clients concerning problems. Knowledge of architectural and engineering concepts, construction methods and practices, contract procedures, and construction management practices. Experience, training, or knowledge of planning, design, and construction concepts, principles, and practices as they relate to Army National Guard structures and facilities, exercising expertise in space utilization, building environmental systems, fire and security systems, masonry and reinforced concrete construction, roofing systems, energy management and pavement construction. Knowledge is required of applicable regulations. Must have at least 12 months of specialized experience equivalent to the next lower grade level.

The Human Resources Officer (HRO) is the final approval for all ETP waivers. If approved, the memorandum will be returned to you and then submitted with your application.
Education
You may combine education with specialized experience to meet the length of experience requirement for GS-12. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work.
Only graduate education in excess of the amount required for the next lower grade level may be used to qualify applicants for positions at grades GS-9 and GS-11.
To receive credit for Education, you must provide transcripts or documentation of proof that you meet the Education requirements for this position.
