This position, located at the Oklahoma City VA Health Care System, serves as a Supervisory Inventory Management Specialist for non-expendable (NX) assets/material and occupies a major position on the Facility Logistics Service.

Duties

Major duties of this position include but are not limited to... Plans, directs and manages the activities of the Material Management Section, to include property management, equipment management, full warehouse receiving, and distribution Synchronizes the section's requirements with other services/sections in the development of a sound course of action and rendering the correct interpretations and decisions involving all phases of the operations/requirements Develops multi-year equipment/NX plans for the entire VA HCS and supported catchment area, utilizing advanced automated non-expendable planning tools Participates in facility and VISN strategic planning, quality management of the equipment program, equipment replacement planning on a progressive basis, integrated with management budgetary plans and consistent with life expectancy of equipment Conducts data analysis regarding NX asset needs based on disparate data points including projected lifecycle, down time, repair rates, lost workload, cost, depreciation, trade-in value and other factors which impact procurement decisions Coordinates final disposition of NX assets, including the reutilization program; organizes requirements of hazardous materials disposals, IT sanitation control Oversees the management and control of non-expendable equipment for a VA Healthcare System Implements best practices, principles, tools and concepts to evaluate and improve supply system performance Develops strategies for implementing all future NX automated replacement systems, supply technologies and/or business practices related Manages the equipment/supplies loan program, equipment test and evaluation program, revocable license programs, delivery distribution, storage, transportation, mail center functions, warehousing, and coordinated management oversight with finance, acquisition, and monthly reconciliation of the General Ledger accounts Supervises employees from separate but interrelated units comprised of the Property Management Warehouse, and/or Mail Center and/or transportation sections Makes recommendations for promotions, reassignments and awards; develops position descriptions and performance standards and conducts semi-annual and annual performance reviews Writes, develops, interprets and implements policies and procedures to ensure an efficient program, in order to avoid inefficiency at the medical center and supported catchment area Work Schedule: Monday-Friday, 7:30am-4:00pm Virtual: This is not a virtual position. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 01/25/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09 level. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade of GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to...the ability to plan, direct, and manage the activities of the Materials Management section, to include property management, equipment management, full warehouse receiving, and distribution; ability to synchronize the section's requirements with other services/sections in the development of a sound course of action and rendering the correct interpretations and decisions involving all phases of operations/requirements; skilled to possess a great deal of concentrated effort and expert judgement and performing daily, difficult and complex functions; and and experienced in determining compliance in the section's specific areas of external quality assurance and business reviews....OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have completed Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related...OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond the graduate-degree level. Physical Requirements: Supply management operations require special handling, storage, and spill containment procedures and training. Supervision in various work setting includes warehouses, stock rooms, oxygen bulk rooms, operation rooms, and other specialty areas throughout the Medical Center. The use of protective clothing or gear such as masks, gowns, safety shoes, goggles, hearing protection, and gloves is frequent. Areas of work managed range from extremes of temperature, humidity, and ventilation controlled areas to no environmental controls at all.
