This position serves as an Inventory Manager in the Commodity Management Division of the Logistics Service in a Veteran Affairs Health Care System (VA HCS) and supported catchment area, with responsibility for the inventory management of all expendable supplies and durable medical equipment (DME) in the assigned area(s).

Duties

Major Duties of this position include but are not limited to... Manages and controls an assigned class of expendable material for a VA HCS and supported catchment area Conducts short, mid and long-term advanced planning for expendable items and DME, utilizing enterprise-wide computerized planning tools Analyzes data to include demand history, program requirements, VA HCS operations, procurement lead-time, current stock levels and other factors which impact procurement decisions Uses a range of well-established and commonly applied inventory principles, standard and nonstandard methodologies, and concepts to determine need to intervene in the supply system in response to fluctuations in rates of usage, cost, availability for established suppliers, alternative sources of supply and other similar conditions Performs analytical work to manage, regulate, coordinate, or otherwise exercise control over EX supplies; applies knowledge of systems, techniques and underlying management concepts for determining, regulating and controlling the level and flow of supplies from the initial planning stages with service lines, through procurement, storage, issue, utilization and disposal Forecasts short and long range inventory needs considering changes in medical and surgical technologies, clinical scheduling changes and program requirements Participates in VISN and facility strategic planning to support major and minor projects and initiatives, ensuring that supply and DME needs are met while considering cost, policies/procedures sources of supply and other variables Develops acquisition strategies to acquire and purchase DME, displaying familiarity with contracting laws and regulations with industry practices; supports customers and acquisition personnel in developing requirements, utilizing mandatory sources and standardization of sources Assists customers in the creation of Performance Work Statements for procurement; researches alternative sources for procurement Analyzes and advises the customer on supply/DME purchase recommendations utilizing the "best value" approach, which may include criteria such as special features of the supply that are required in effective program performance that is not provided by a comparable supply Authorizes significant changes in expenditure and stock levels based on usage requirements and budgeting considerations Reviews and reports back to Fiscal on listings of delinquent payments and receipts of purchase orders; corresponds with procurement officials, vendors, project engineers and other stakeholders to resolve inventory issues Utilizes automated inventory management system, such as General Inventory Package (GIP) or other equivalent system, to maintain current inventory data Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/05/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-07 position you must have served 52 weeks at the GS-05 level. For a GS-09 position you must have served 52 weeks at the GS-07 level. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: Specialized Experience GS-07: You must have one year of specialized experience equivalent to at least the next lower grade of GS-05 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to...thorough, comprehensive knowledge of a wide range of complex, standard, and non-standard inventory management and planning principles, concepts, and methodologies requiring the application of sound judgment and analysis to provide services associated with expendable systems and processes; knowledge of established planning and inventory management systems in weighing the impact of variables such as cost, existing policies and procedures, data processing requirements, and other issues that influence the course of action taken; and ability to maintain inventory control records in an automated system for items in inventory; comprehensive understanding of supply principles, planning, inventory and accounting methods are required to properly manage the inventory management program and determine the means and methods to resolve issues and improve operations; broad knowledge of computerized inventory systems and ability to download and upload data to the appropriate databases; extensive knowledge of ADP applications such as GIP, Integrated Funds Distribution, Control Point Activity (IFCAP) and various Federal Agency websites; practical knowledge of procurement law in order to determine required sources of supply, understand MSPV ordering officer and purchase card program and simplified acquisition procedures; and the ability to use bar code scanning equipment and appropriate tagging equipment for inventory control purposes...OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed1 full year of graduate level education or superior academic achievement...OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond the graduate level of education. Specialized Experience GS-09: You must have one year of specialized experience equivalent to at least the next lower grade of GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to...a thorough, comprehensive knowledge of a wide range of complex, standard, and non-standard inventory management and planning principles, concepts, and methodologies requiring the application of sound judgment and analysis to provide services or resolve problems associated with EX systems and processes; knowledge of established planning and inventory management systems in weighing the impact of variables such as cost, existing policies and procedures, data processing requirements, and other issues that influence the course of action taken; ability to maintain inventory control records in an automated system for items in inventory; ability to search for and analyze information, trace sequences of inventory management transactions to resolve questions, prepare entries for records systems, provide supply information, reports and services, and recommend actions to eliminate problems involved in delivering services to inventory customers or in implementing policies; comprehensive knowledge of the GIP or similar EX inventory management system and the ability to use various computer database applications and office software programs for various communications, functions and reports; ability to use websites to research problem items, create and maintain inventory records, complete and print stored electronic forms, complete required training and determine acquisition methods, sufficient to perform inventory management duties and responsibilities; ability to use bar code scanning equipment and appropriate tagging equipment for inventory control purposes; ability to identify and rectify inventory management issues with other Services, VISN-level staff, or support contractors; and the practical knowledge of fiscal management requirements, budget execution, and reconciliation procedures...OR Education: Applicants may substitute education for the required experience.
