The position is located in the Finance Department at Parker Indian Health Center, Resource Management Division which provides direct health care services. The incumbent of this position performs a variety of financial management duties and must have knowledge of financial principles and procedures that require the application of well-established budget princples, theories and concepts.
Duties
Formulates, develops, and revises Annual and Monthly budget estimates including the planning and review of funds requirements to support plans and operating programs.
Monitors and tracks obligations and expenditures of the CRSU Programs throughout the execution phase of the Annual Operating Budget.
Verifies that obligations and expenditures occur on a timely basis in accordance with the Annual Spending and regulatory controls and are within the amounts programmed.
Reports variations in access of accepted funding limitations to Program Managers and offers recommendations to prevent or limit deficits and/or unreasonable surpluses that may include the transfers of expenditures between Object Classes and line items to ensure compliance with the Annual Spending Plan.
Reconciles Commitment Registers with the official UFMS and FBIS Accounting Reports and makes adjustments if necessary.
Qualifications

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; social). You will receive credit for all qualifying experience, including volunteer and part time experience. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
MINIMUM QUALIFICATIONS - GS-9:
Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the GS-7 grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks: Create reports using an automated financial data system, research and track financial obligations, audit financial records for proper allocation, analyze, reconcile discrepancies and recommend solutions to improve financial procedures. OR
Education: Completed 2 full years of progressively higher-level graduate education OR possess a master`s or equivalent graduate degree (such as an LL.B. or J.D.). Transcripts must be submitted. OR
Combination of education and specialized experience: Combination of education and specialized experience that when combined fully meet the minimum qualifications for this position. The total percentage equals at least 100 percent to qualify for this GS-09 grade level.
MINIMUM QUALIFICATIONS - GS-11:
Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the GS-9 grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks: Formulate budget estimates; presenting budget plans; analyzing approved budget plans; maintaining effective fund control policies and procedures; and providing financial management advice to staff on department budgets. OR
Education: Completed a Ph. D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M. Transcripts must be submitted. OR
Combination of education and specialized experience: Combination of education and specialized experience that when combined fully meet the minimum qualifications for this position. The total percentage equals at least 100 percent to qualify for this GS-11 grade level.
Time In Grade
Federal employees in the competitive service are also subject to the Time-In-Grade Requirements: Merit Promotion (status) candidates must have completed one year of service at the next lower grade level. Time-In-Grade provisions do not apply under the Excepted Service Examining Plan (ESEP).
